City Council meeting of November 4, 2002 <br />Page 6 <br />ZONING ORDINANCE TEXT AMENDMENT, SITE PLAN, VARIANCE, AND PARKING <br />LOT (AMERICAN LEGION POST #620) <br />The Hugo American Legion Post 620 has proposed construction of a 7,500 sq ft facility on the City's <br />one -acre parcel of land located between the Hugo Fire Hall and Rick's Liquor. The American Legion <br />Building Committee worked closely with Legion officials in an effort to select a site, develop a site pian, <br />and provide a facility that will serve not only the American Legion but also residents and visitors to our <br />community for many years to come. At its October 24, 2002 meeting, the Planning Commission <br />considered the site plan for the 7,500 sq ft facility, and after discussion, approved it by unanimous vote. <br />CD Director John Rask presented the construction application for consideration by the Council. <br />Approval for this project includes a variance, zoning ordinance text amendment, and approval of a <br />parking lot that will need to be constructed on both Rick's Liquor and Hugo Fire Hall properties. Project <br />architect for the project Jim Faulkner from Faulkner Construction reviewed construction plans and <br />parking with the Council. <br />Granger made motion, Petryk seconded, to adopt ORDINANCE 2002-365 AMENDING SECTION <br />1010-100.1 AND 1090-020.1 OF THE COMPREHENSIVE LAND USE REGULATIONS BY <br />ALLOWING PUBLIC AND PRIVATE CLUBS IN THE RS ZONING DISTRICT. <br />VOTING AYE: Granger, Haas, Petryk, Miron <br />Motion Carried. <br />Haas made motion, Granger seconded, to adopt RESOLUTION 2002-61 APPROVING A SITE PLAN <br />AND VARIANCE FOR THE AMERICAN LEGION POST 620 FOR PROPERTY LOCATED NORTH <br />OF 140TH STREET AND WEST OF TH61. <br />All aye. Motion Carried. <br />DISCUSSION ON NO PARKING ORDINANCE FOR SNOW REMOVAL <br />Council member Mike Granger spoke with Public Works Director Chris Petree on the need to have a no <br />parking ordinance for snow removal in the City during the wintertime. The City does not have a no <br />parking ordinance during the winter months, an ordinance which commonly exists in many <br />municipalities, typically from November 15'x' to April 15'h to allow for the smooth and easy removal of <br />snow. <br />Haas made motion, Granger seconded, directing staff to draft a no parking ordinance for snow removal <br />and present to Council for their review. <br />All aye. Motion Carried. <br />LEMOINE PROPERTY (APPLICATION DENIED BY PLANNING COMMISSION) <br />Jim LeMoine requested approval to final plat Outlot A, Evergreen Hills 2nd Addition, consisting of <br />approximately 4.3 acres and fronting on Homestead Avenue.
