City Council meeting of November 4, 2002 <br />Page 7 <br />Commission found that Outlot A was intended to remain vacant based on a review of the preliminary <br />plat for Evergreen Hills 2nd Addition, which was approved in 1973. Staff recommended Council deny <br />the request as recommended by the Planning Commission. A Findings of Fact for denial was provided <br />to Council for consideration. Property owner Jim LeMoine addressed the Council stating reasons why <br />the Council should approve his request. John Waller addressed the Council stating opposition to the <br />request because the applicant could not prove a hardship for the variance request. He also felt that the <br />house would add to the existing drainage problems on his property. Don Waller, representing his <br />mother, stated opposition to the request citing the same reasons as his brother John. <br />Miron made motion, Petryk seconded, to adopt RESOLUTION 2002-62 APPROVING FINDINGS OF <br />FACT DENYING THE FINAL PLAT AND VARIANCE FOR JIM LEMOINE. <br />All aye. Motion Carried. <br />LEAGUE OF MINNESOTA CITIES "WALKING MINNESOTA PROGRAM" <br />The League of Minnesota Cities selected the City of Hugo as one its cities it wishes to include in its <br />LMC "Walking Minnesota Program". This program is an opportunity for municipalities across the State <br />of Minnesota to participate and receive recognition in a wellness program sponsored by the LMC. <br />Granger made motion, Petryk seconded, approving the City's participation in the LMC's "Walking <br />Minnesota Program" and further direct staff to obtain some inexpensive City logo inscribed pens and <br />pencils, etc. <br />All aye. Motion Carried. <br />GOODVIEW AVENUE NORTH OF CSAH 8 <br />Over the past several months, City staff has had discussions with developers regarding property <br />immediately adjacent to, and in the general area of Goodview Avenue, directly north of CSAH 8. <br />Property owners wish to develop this land, but have a significant problem with a road that is in terrible <br />condition. Because of the late hour: <br />Miron made motion, Haas seconded, to table this matter to the Council meeting of November 18, 2002. <br />All aye. Motion Carried. <br />SAC CHARGE INCREASE FROM METROPOLITAN COUNCIL <br />The Metropolitan Council Environmental Services announced that it would increase for the year 2003 <br />the sewer area charge (SAC) in an amount of $75, increasing the SAC charge to $1,275. City staff <br />recommended Council make this public announcement so that residents and developers are aware that <br />the Met Council has increased the SAC charge, which the City simply passes on to contractors who build <br />homes in the City. No formal Council action was required. <br />
