City Council meeting of February 5, 2001
Page 4
the status of the existing conditional use permit and determined that it still a valid permit. Adoption of the
Consent Agenda will allow JR Johnson to proceed with construction of additional greenhouse buildings
under the terms and conditions of its existing permit.
Lessard Nyren Utilities Inc. would like to add a 4,200 square foot addition to its shop building located
at 17385 Forest Boulevard; however, the City's zoning regulations do not specifically identify
contractor yards or operations as a permitted or conditional use in any of the City's zoning district. At
its January 24, 2001 meeting, the Hugo Planning Commission considered this matter and determined
that a contractors yard is consistent with other conditional uses in the Restricted Commercial zoning
district. Adoption of the Consent Agenda will allow contractor yards as a conditional use permit in the
Restricted Commercial zoning district, and allow Lessard-Nyren Utilities to proceed with a conditional
use permit application for a building addition.
RECOMMMATION FOR APPOINTMENT OF PLANNING COMMISSION VICE
CHAIRPERSON
At its January 24, 2001 meeting, the Hugo Planning Commission considered among its members the
selection and nomination of a Commission member to serve as Vice Chair. The PC unanimously
recommended the appointment of Sandy Malaski as the PC Vice Chair in accordance with City code.
Adoption of the Consent Agenda appoints Sandy Malaski as the Vice Chair for the Hugo PC in
accordance with City code.
RENEWAL OF AGREEMENT FOR ON-SITE SEPTIC INSPECTION SERVICES WITH
WASHINGTON COUNTY
Every two years, the Council considers its Inspection Services Agreement with Washington County
whereby they provide all necessary and state law applicable on-site septic inspection services for the
City. Adoption of the Consent Agenda approved the Inspection Services Agreement with Washington
County for the years 2001-2002.
COMPLETION OF PROBATIONARY PERIOD BY COMMUNITY DEVELOPMENT
DIRECTOR (JOHN RASIO
John Rask was hired as the Hugo Community Development Director on July 11, 2001. During the past
six months, John has worked very hard on a number of important development projects for the City,
andprovided the staffing to both the Planning Commission and Parks Commission with the assistance
of Laurie McCrostie from SEH. He has organized the Community Development Department within the
City, and provided a strong leadership at both City Hall and in the community on a myriad of
development issues critical to the City's future. Adoption of the Consent Agenda accepts the
recommendation of the City Administrator and acknowledges the completion of the probationary period
by the Community Development Director and approved him to permanent fi&time employee status.
