Motion Carried. <br />ACCEPT PLANS & SPECS AND AUTHORIZE ADVERTISEMENT FOR BIDS (PELOOUIN <br />INDUSTRIAL PARIG <br />In October 2000, the City Council accepted the feasibility study for the Peloquin Industrial Park public <br />improvement project, and ordered the City Engineer to prepare plans and specifications for the project. <br />City Engineer Dave Mitchell prepared the plans and specs for the Council to consider, and requested <br />authorization to advertise for bids. City staff recommended Council accept the plans and specs for the <br />Peloquin Industrial Park public improvement project and authorize the City Engineer to.advertise for <br />bids with a bid opening of March 9, 2001. . <br />Petryk made motion, Munn seconded, to accept the plans and specs for the Peloquin Industrial Park <br />public improvement project and authorize the City Engineer to advertise for bids with a bid opening of <br />March 9, 2001. <br />All aye. Motion Carried <br />WATER TOWER UPDATE <br />In the fall of 2000, staff was directed to seek a location for the new water tower on the Martha Peltier <br />property. In investigating the site location, Council found that an adjacent parcel of land owned by Jim <br />Leroux, which had later been sold to developer Len Pratt, provided a better and more strategic site for <br />the location of the new water tower. Council directed staff to complete soil borings on the site to <br />determine its suitability for construction of the new water tower. The City Engineer completed soil <br />borings on the site, and found that the site presents a challenge to the City due to many feet of glacial <br />tile. City Engineer Dave Mitchell prepared a staff report that details pros and cons of the site for the <br />location of a new water tower. While the site is the most strategic location for a new water tower in <br />terms of road accessibility and public utilities, the soil does not provide the City with the stability for <br />normal construction standards. Specifically, the City Engineer has determined that pilings will need to <br />be used for the base of the water tower in order that the tower be constructed on that site. The additional <br />cost for this is $210,000. Because the soil terrain in this section of the City is similar, staff recognizes <br />that soils will continue to be a problem in this area of the City. From a water -system design, the water <br />tower needs to be located in this general section of the City. The City has a willing seller in Mr. Pratt <br />and his partners. The City would realize a cost savings in that Mr. Pratt is willing to sell the land to the <br />City for a very minimal cost versus new land costs of $50,000 or more. The timing for, and <br />construction of, a new water tower is extremely critical for the City to address its deficient water system <br />needs. Estimated cost for the water tower is $1.7 million. <br />
