City Council meeting of February 5, 2001 <br />Page 6 <br />VOTING AYE: Granger, Haas, Petryk, Miron <br />ABSTAINED: Puleo <br />Motion Carried. <br />PUBLIC HEARING.TO CONSIDER ADOPTION OF AN ORDINANCEISTABLISHING A <br />SUBDIVISION REVIEW FEE FOR THE EVERTON AVENUE NEIGHBORHOOD <br />In 1999, the Hugo City Council created a committee to discuss the Everton Avenue neighborhood and <br />its future land use development. Included in the charge to this committee was how the financing of any <br />public improvement project would be done. The committee continued its work in the summer of 2000, <br />and through work with the City bond counsel Mary Ippel from Briggs and Morgan, and City Attorney- <br />Dave <br />ttorneyDave Snyder, agreed that the establishment of a subdivision review fee would be appropriate for any <br />property within the 1,600 -acre Everton Avenue neighborhood that develops in the future. City Attorney <br />Dave Snyder, along with Community Development Director John Rask, prepared an ordnance thereby <br />establishing a subdivision review fee for the Everton Avenue neighborhood. Mayor Miron called the <br />hearing to order, and there were no oral or written comments. <br />Miron made motion, Granger seconded, to adopt ORDINANCE 2001-345 AN ORDINANCE <br />ESTABLISHING A SUBDIVISION REVIEW IEE FOR THE EVERTON AVENUE STUDY AREA. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />PUBLIC HEARING TO CONSIDER AN AMENDMENT TO CHAPTER 221 BY INCREASING <br />MEMBERSHIP TO THE PARKS/RECREATION/OPEN SPACE COAUdMION FROM FIVE <br />TO SEVEN VOTING MEMBERS <br />At its January 10, 2001 meeting, the Hugo Parks Commission discussed the membership of the <br />Commission and its desire to mcreasO the membership for more participation from Hugo residents. At <br />its January 16, 2001 meeting, the Hugo City Council agreed to consider increasing membership of the <br />Parks Commission from five to seven voting members, and directed staff to schedule a public hearing <br />to take public comment on the issue. City staff recommended Council approve the amendment to <br />Chapter 22.1 of the City's zoning code by increasing the membership from five to seven members. <br />Parks Commission Chair Robyn LaCasse explained the reasoning behind the request for increased <br />membership. Mayor Miron opened the public hearing, and there were no oral or written comments. <br />Petryk made motion, Granger seconded, to amend the proposed ordinance changing the term <br />termination from January 31" to March 31 ". <br />All aye. Motion Carried. <br />Haas made motion, Miron seconded, to adopt ORDINANCE 2001-346 AN ORDINANCE <br />AMENDING CHAPTER 221 BY INCREASING THE MEMBERSHIP OF THE PARKS <br />COMMISSION FROM FIVE TO SEVEN VOTING MEMBERS. <br />
