City Council meeting of April 16, 2001 <br />Page 5 <br />VOTING NAY: Granger, Petryk, Puleo <br />MOTION FAILED. <br />Haas made motion, Petryk seconded, to award the contract for pump house No. 3 project to Municipal <br />Builders, at the based bid of $359,850 plus $16,950 for alternative 2, for a total cost of $376,800. Staff <br />was directed to bid for purchase of the generator separately, and secure a finance method, including <br />equipment certificates. <br />All aye. Motion Carried. <br />THANKSGIVING LUTHERAN CHURCH LEASE EXTENSION REQUEST <br />Representatives from TLC approached the City a number of months ago regarding their interest in a <br />three-year extension for their lease of the building. City Council directed staff to investigate the facility <br />to better determine whether or not a list of projects that were to be completed by TLC in exchange for <br />free rent and use of the facility. City Administrator Mike Ericson and Public Works Director Chris <br />Petree completed a site inspection visit of the facility, and found that the church had completed nearly all <br />the improvements. Except for the water fountain in the main church area, some additional remodeling in <br />the kitchen, and some refuse left in the basement by the previous tenants, all of the improvement projects <br />have been completed to the satisfaction of the City. The church agreed to cleaning the basement of <br />refuse, provided the City provided and pay for the dumpster. City staff recommended that Council listen <br />to the request from TLC, and to fiuther give strong consideration for allowing the extension of a lease in <br />the facility for a period of one year. The Parks Commission recommended that the lease be renewed for <br />no longer than one year. <br />Miron made motion, Haas seconded, directing staff to develop a one-year Lease Agreement be renewed <br />on an annual basis. Staff shall review costs associated with the facility and any other improvements that <br />may be needed. <br />All aye. Motion Carried. <br />CUP FOR AN ACCESSORY APARTMENT (EMANUEL COLONNA) <br />Emanuel Colonna at 4720 170' Street requested a Conditional Use Permit from the City for an <br />accessory apartment. Community Development Director John Rask reviewed the CUP and found it to <br />be consistent with City code and standard policy guidelines that regulate accessory apartments in the <br />City. The Planning Commission recommended denial of the request noting that the applicant could <br />apply for a temporary mobile home permit given the hardship associated with an ill family member. <br />City staff recommends Council approve the CUP for an accessory apartment for Emanuel Colonna at <br />4720 170'' Street. The Council wanted a condition limiting use of the apartment for his daughter only, <br />because she has a kidney diseases, and asked that some type of sunset clause be included in the CUP <br />Miron made motion, Petryk seconded, to adopt RESOLUTION 2001-14 A RESOLUTION <br />APPROVING CUP FOR EMANUEL COLONNA FOR PROPERTY LOCATED AT 4720 176m ST. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron Motion Carried. <br />
