City Council meeting of April 16, 2001 <br />Page 7 <br />BEAVER PONDS PLAYGROUND EQUIPMENT <br />The Parks Commission has been working with the residents of the Beaver Ponds neighborhood to design <br />a play area for the existing park. The Parks Commission is recommending that the Council approve the <br />expenditure of $42,820.95 for equipment purchase and site improvements. CD Director John Rask and <br />members of the Parks Commission will provide the Council with an overview of the project. <br />Miron made motion, Granger seconded, to approve the not -to -exceed expenditure of $45,000 for <br />playground equipment and site improvements in the Beaver Ponds subdivision. John Rask publicly <br />thanked developer John Peterson, who will donate the labor and materials to grade the site and construct <br />a bituminous trail. <br />All aye. Motion Carried. <br />MORATORIUM DEADLINE — LAND USE AND WATER SERVICE DETERMINATION <br />At its April 3, 2001 workshop meeting, the Council discussed with CD Director John Rask the issues <br />related to the City's residential moratorium that has a May 18, 2001 deadline. Mr. Rask reviewed with <br />Council the two significant issues water service determination and zoning ordinance updates. The <br />Council discussed at length the availability of water as well as zoning in various areas of the City. <br />Miron made motion, Granger seconded, directing staff to develop findings to lift the residential building <br />moratorium in the area north of 13& Street, south of CSAH8, and east of TH61. <br />VOTING AYE: Granger, Haas, Petryk, Miron <br />VOTING NAY: Frank Puleo <br />Motion Carried. <br />PUD ORDINANCE UPDATE <br />a <br />Community Development Director John Rask, who has been working on the PUD ordinance update with <br />Rosemark Consulting, Inc., provided the Council with an ordinance update. <br />TRASH <br />Councilman Haas discussed trash on the south side of Oneka Lake Boulevard (Marier property). This <br />trash came from builders in the Sweet Grass Meadows development. Builders are to be put on notice <br />that they are responsible for cleaning up debris during construction. <br />PERFORMANCE REVIEW (CITY ADMINISTRATOR) <br />City Administrator Michael Ericson celebrated his one-year anniversary with the City of Hugo on April <br />17, 2001. Councilman Haas will coordinate his performance review. <br />
