(Andy Goiffon); <br />and waste could be contaminating wildlife ponds. <br />IN FAVOR OF SLAUGHTER FACILITY: try toreach a compromise to allow continued use of <br />the facility by the Hmong population; need for religious/cultural purposes; carry on tradition; only <br />place in Minnesota to carry on tradition; fresh meat important to Hmong community; business has <br />been there for a number of years; no churches for community to go to; residents "afraid" of Hmong <br />community because they are "different"; will improve facility when approved by City; bring money <br />to the businesses in Hugo; feeling of disrespect because of being a minority; Lee facility being <br />singled out; residents need to be educated about tradition; racist problem; and keep slaughtering <br />inside to eliminate sound of animals. <br />A tape, provided by Save the Farm Animals, was submitted to the City, but could not be viewed <br />because of time constraints; the tape will be made a part of the record for the Council/public to <br />view when desired. <br />The public hearing was closed, with discussion opened to the Council. Council member Petryk felt <br />that slaughter facilities should not be allowed in the CB district because of its proximity to <br />residential areas. Council member Barnes felt that after hearing to tonight's testimony, the City <br />should find a way to accommodate both sides, and wanted time to think further about the issue. <br />The Council then discussed allowing slaughter facilities in the CB district by Conditional Use <br />Permit, with the following criteria to be considered at the time of request: noiselodor control; <br />transportation/adequate access; adequate disposal of waste products; parking (site plan); regulation <br />of assembly of people; size of parcel/building; humane treatment of animals; consumption of food; <br />hours of operation; and lighting. <br />Barnes made motion, Leroux seconded, to table discussion of this matter until the Council meeting <br />of June 5, 2000. <br />All aye. Motion Carried. <br />Barnes made motion, Petryk seconded, to recess tonight's meeting at 11:00 pm until May 16, 2000, <br />at 7:00 pm. <br />All aye.
