City Council meeting of June 19, 2000 <br />Page 2 <br />MEMO OF AGREEMENT (CURBSIDE RECYCLING GRANT DISTRIBUTION) <br />In order to receive recycling grant funds from Washington County, the City Council should <br />approve Year 2000 Memorandum of Agreement. Washington County will pay the City of Hugo <br />$15,741, which is to be used for curbside recycling expenses. Adoption of the Consent Agenda <br />approved the Memorandum of Agreement, as recommended by City staff. <br />CHARITABLE GAMBLING LICENSE (CHURCH OF ST. JOHN THE BAPTIST) <br />The Church of St. John the Baptist submitted an application for an exempt permit and a charitable <br />gambling license from the City of Hugo to conduct bingo, raffles, and pull tabs gambling. Since <br />the church is a religious, nonprofit organization, City staff recommended the City Council approve <br />the charitable gambling license. Adoption of the Consent Agenda approved issuance of a <br />charitable gambling license to St. John the Baptist Church, 14383 Forest Boulevard, to conduct <br />charitable gambling at their festival to be held August 27, 2000. <br />REDUCTION OF LETTER OF CREDIT (SPARROW CREST) <br />City Engineer, Dave Mitchell, recommended a reduction in the letter of credit for the Sparrow <br />Crest subdivision. Adoption of the Consent Agenda approved reduction in the letter of credit to <br />$8,250 for the Sparrow Crest subdivision, as recommended by the City Engineer, for completion of <br />work to date. <br />HIRE JOHN RASK AS COMMUNITY DEVELOPMENT DIRECTOR <br />The Council reviewed the resume for Mr. John Rask, as well as a letter from Sathe and Associates. <br />The interview team for the hiring of the new Community Development Director met at the Fire <br />Hall, at 8:30 am on Saturday, June 10, 2000. Interview team members were Council members, <br />Chuck Haas and Becky Petryk, Planning Commission member, Dave Schumann, and City <br />Administrator, Mike Ericson. Bob Benson from Sathe and Associates was present to assist and <br />facilitate. The five applicants interviewed for the position were: Dennis Rosmark, from the City <br />of Osseo; Tom Ekstrand, from the City of Maplewood; Perry Thorvig, from the City of Richfied; <br />John Rask, from the City of Plymouth; and Ken Roberts, from the City of Maplewood. After the <br />interviews were conducted, team members discussed, and agreed to recommend, John P. Rask, as <br />the new Community Development Director for the City of Hugo. On Monday, June 12, 2000, Bob <br />Benson and City Administrator, Mike Ericson, discussed the hiring of John Rask, and negotiated a <br />starting salary of $59,000. It is expected that John Rask will start with the City on Monday, July <br />10, 2000. Adoption of the Consent Agenda approved the hiring of John Rask as the City's <br />Community Development Director, at a starting salary of $59,000. <br />APPROVAL OF CLAIMS <br />Councilman Leroux complimented the Finance Director for preparation of claims roster. <br />Leroux made motion, Stoltzman seconded, to approve the claims for June 19, 2000, as submitted. <br />All aye. Motion Carried. <br />
