Council meeting of October 2, 2000 <br />Page 2 <br />tremendous opportunity for involvement from elected officials in metro -wide issues. City staff <br />recommended the Council strongly consider a membership in the AMM. <br />Barnes made motion, Haas seconded, authorizing City membership in the Association of Metropolitan <br />Municipalities, and payment of the appropriate membership fee. <br />All aye. Motion Carried. <br />CHARITABLE GAMBLING LICENSE FOR ST. JOHN'S CHURCH <br />Stoltzman made motion, Barnes seconded, to approve issuance of the Charitable Gambling Permit for <br />the Church of St. John, 14383 Forest Blvd., to conduct a turkey bingo at their site on November 5, <br />2000, and waiver of the 30 -day waiting period. <br />APPROVAL OF CLAIMS <br />Councilman Haas questioned the "timeliness" of the GGG engineering firm' invoices, and wanted to <br />confirm that there was no duplication of payment. <br />Barnes made motion, Haas seconded, to approve the claims for October 2, 2000, conditioned on <br />receipt of an explanation of the GGG Engineering claims. <br />All aye. Motion Carried. <br />PELOOUIN INDUSTRIAL PARK PUBLIC IMPROVEMENT PROJECT <br />The Council called for a public hearing of October 2, 2000, to consider the proposed improvements to <br />the Peloquin Industrial Park, which would be financed under the authority granted by MS 429. City <br />Engineer, Dave Mitchell reviewed the feasibility study for the project. City staff has worked very <br />closely with the Park's property owners to: 1) reduce the cost of the overall project, and 2) design a <br />project that is acceptable to most of the property owners. City staff recommended that the Council <br />strongly consider the improvement project with proposed funding to come from the sale general <br />obligation bonds as called for by the City's financial advisor, Rusty Fifield from Ehlers and Assoc. <br />Mayor Stoltzman opened the public hearing: <br />Paul Glamos submitted a memo outlining questions/comments he had concerning the project. He also <br />stated Chapter 429 allows for assessment relief for senior citizens. <br />Roger Carley, Donner Enterprises, stated: 1) businesses would have limited parking if the road was <br />constructed to a 44' width; 2) questioned whether a TIF district could be formed; and 3) City 1979 <br />Planning Commission minutes references money escrowed for road improvements. <br />Scott Arcand questioned how his family's property would realize a $47,000 benefit from the project, <br />and how the assessment to the property could be removed. <br />Dean Atkinson did not feel any decision should be made until the widening of TH61 issue has been <br />resolved. <br />Rick Burr questioned the location of the north improvement line, and whether his property would <br />benefit. He will be able to connect to the utilities, as well and McCullough. <br />
