City Council meeting of October 2, 2000 <br />Page 4 <br />FINAL PLAT FOR ONEKA LAKE VIEW NORTH TOWNHOMES <br />At its September 51e meeting, the Council tabled approval of the final plat for Oneka Lake View North <br />Townhomes, and directed City staff to work with the developer to address two items. City staff did <br />meet with the developer, and the developer has proposed a final plat that clearly layouts the <br />development plan for the remaining land owned by North Suburban Development. Council should <br />review the plans for the final plat and be prepared to ask questions of the Community Development <br />Director and the developer prior to the meeting in an effort to address any final issues that are still of <br />concern. The Council must make a decision at this meeting as to approve or denial of the final plat <br />since the 60 -day notice rule will be in effect. City staff recommended the Council approve the final <br />plat and Development Agreement for Oneka Lake View North Townhomes. <br />Stoltzman made motion, Barnes seconded, to adopt RESOLUTION 2000-39, A RESOLUTION <br />APPROVING FINAL PLAT AND DEVELOPMENT AGREEMENT FOR NORTH SUBURBAN <br />10: 1rl �iJ;� �I Til tl �i7 �Za��l �l. 1"WA WW 1` I Wil 'AH 1 <br />VOTING AYE: Barnes, Petryk, Stoltzman <br />VOTING NAY: Haas <br />Motion Carried. <br />SWEET GRASS MEADOWS DITCH PROJECT <br />At a specially called meeting on September 25, 2000, the Council listened to a presentation by the City <br />Administrator and City Engineer with regard to the ditch project for Sweet Grass Meadows' residents <br />located immediately adjacent to Oneka Lake Blvd. The Council considered six options, and approved <br />the plan to fill in two feet of the ditch with free fill, with grading supplied by the developer, Rocky <br />Goertz. City staff recommended Council direct staff to follow-up with details of the project, including <br />formal discussion with the RCWD for the wetlands mitigation plan. Resident, Nate Siebenaler, <br />submitted an offer to install pipe in the ditch before backfill/grading, at a cost of $5,000 or $450 per <br />lot. City Attorney, Dave Snyder, advised the Council to deny Mr. Siebenaler's offer due to possible <br />liability to the City. The Council discussed numerous measures to relieve the ditch problem and came <br />to no decision. Ron Gray felt that nothing should be done with the ditch until Oneka Lake Boulevard <br />is improved, and that City taxpayers should not be responsible for any costs related to the ditch project. <br />He also stated that any excess water from the ditch would drain onto his property. <br />Stoltzman made motion, Haas seconded, to table this matter until the evening the Council interviews <br />candidates to fill the Planning Commission vacancy. <br />All aye. Motion Carried. <br />SCHEDULE CANDIDATE INTERVIEWS FOR PLANNING COMMISSION VACANCY <br />Haas made motion, Barnes seconded, that the Council meeting on October 9, 2000, at 5:00 pm, for the <br />purpose of interviewing candidates to fill the Planning Commission vacancy, as well as to further <br />discuss the Sweet Grass Meadows ditch project. <br />All aye. Motion Carried. <br />
