MINUTES FOR THE HUGO CITY COUNCIL MEETING OF 10/30/00 <br />Mayor Walter Stoltzman called the special meeting to order at 7:00 pm. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Michael Ericson <br />Community Development Director, John Rask <br />NEW CITY HALL SITE SELECTION AND ARCHITECTURAL AGREEMENT <br />At its October 16, 2000 meeting, the Council added the new City Hall site selection as an agenda item, <br />but time did not permit discussion on the issue. Previously, at its September 18, 2000 meeting, the <br />Council voted 3-2, and directed City staff to negotiate for the purchase of the 5 -acre parcel of land on <br />Fenway Boulevard owned by Burdette Berntson. Discussions with the property owner have not been <br />successful, primarily due to the sale price offered by Mr. Berntson, which is $40,000 to $45,000 an acre. <br />The City Council authorized staff to negotiate at a purchase price of $25,000 an acre, for a total cost of <br />$125,000. At the October 2, 2000 Council meeting, a motion failed on a 2-2 vote to authorize City staff <br />to proceed with an appraisal of the Berntson property. Council reviewed its previous decision, and <br />suggested another look at Site D — the property immediately east of the present City Hall. Council <br />member Haas stated it would be a good site since it would be a catalyst to revitalize the Downtown Plan, <br />and encourage the City to resolve traffic issues at the intersection of 147' Street and TH61. The new <br />City Hall would be a tool for the City to maintain its quality of life. Members of the audience spoke <br />about the pros and cons of the site. <br />Haas made motion, Leroux seconded, to select Site D as the new City Hall site, and direct staff to take <br />all necessary steps, including appraisals, to acquire the properties. <br />VOTING AYE: Barnes, Haas, Leroux, Stoltzman <br />VOTING NAY: Petryk <br />Motion Carried. <br />APPOINTMENT TO COUNTY GROUNDWATER PLAN TASK FORCE <br />Washington County is in the process of updating and finalizing a countywide groundwater plan. A <br />fifteen -member advisory committee must be established, and the County is seeking nominations for the <br />committee. The City should submit a person to represent the community. Council suggested Randal <br />Barnes and the candidates who applied for the vacancy on the Planning Commission. <br />Leroux made motion, Petryk seconded, tabled action to the November 6, 2000 regular Council meeting. <br />All aye. Motion Carried. <br />APPOINTMENT TO RCWD BOARD OF MANAGERS <br />The City has been notified by Washington County that the term of office for Robert Hult, Forest Lake, <br />on the Rice Creek Watershed District, expires on January 17, 2001. State statutes provide that the <br />County Board may select watershed managers from a list of nominees' submitted by the municipalities <br />that are wholly or partially in the watershed district. The deadline for submittal of a nominee is <br />November 1, 2000. <br />
