City Council meeting of November 6, 2000 <br />Page 4 <br />PROPOSED DRIVEWAY ORDINANCE <br />At its October 16, 2000 meeting, the Council directed staff to prepare an ordinance amendment <br />regarding the width of driveways for property zoned urban and central residential. Council directed <br />staff to prepare the ordinance to state the following: "Driveways must meet the minimum design <br />requirements for the zoning district in which they are located, as specified in Figure 6-3. However, in <br />no case shall the width of the driveway exceed 35% of the lot width, as measured at the required front <br />yard setback." The ordinance amendment would change the maximum driveway width from 16' to <br />24' in the urban and central residential zoning districts. Councilman Haas wanted to go on record as <br />opposing the 24' driveway width. <br />Leroux made motion, Stoltzman seconded, to adopt ORDINANCE 2000-243, AN ORDINANCE <br />AMENDING CHAPTER 320 OF THE CITY CODE BY INCREASING THE MAXIMUM <br />PERMITTED DRIVEWAY WIDTH FOR PROPERTIES LOCATED IN THE URBAN AND <br />CENTRAL RESIDENTIAL ZONING DISTRICTS TO 24 FEET. <br />VOTING AYE: Barnes, Leroux, Petryk, Stoltzman <br />VOTING NAY: Haas <br />Motion Carried. <br />APPROVAL OF FUNDING FOR EVERTON AVE STUDY AND AUTHORIZATION TO <br />PROCEED <br />At its September 18, 2000 meeting, the Council adopted a resolution approving an application for a <br />Local Planning Assistance Loan, and directed staff to submit it to the Met Council. On October 20, <br />2000, City staff received notification from the Met Council that they had approved the $209,322.75 <br />loan, along with a formal loan agreement. The loan is for five years, with a 0% interest rate. The City <br />is obligated to pay 1/5 of the total loan amount each year. If the City develops a land use plan that <br />proposes to exceed the City's housing goals by 20%, the Met Council will forgive the final loan <br />payment of $41,865. Community Development Director, John Rask, explained project, its budget, <br />and shared a sample of the public relations newsletter "Everton Avenue Neighborhood News". <br />Haas made motion, Leroux seconded, that the Council accept the loan, and direct staff to proceed <br />with the Everton Avenue Study Project. <br />All aye. Motion Carried. <br />SWEET GRASS MEADOWS DITCH PROJECT <br />At its October 16, 2000 meeting, the Council discussed the Sweet Grass Meadows ditch project, and <br />directed the City Engineer to confirm site elevations for the ditch and the adjoining trail, as identified <br />on the final plat for the subdivision. The City Engineer presented the results of the survey team's <br />work, and discussed with the Council the six options for redesigning the ditch profile along Oneka <br />Lake Blvd. City Attorney, Dave Snyder had reviewed the trail easement issue, and confirmed with <br />the Washington County Recorder's Office that there is, in fact, a bicycle trail/pedestrian walkway <br />easement on this property, and that KG Development did quit claim that property to the City.
