City Council meeting of December 18, 2000 <br />Page 5 <br />HUGONIAN (CITY HALL ARTICLE) <br />Council member Barnes wanted to clarify a front-page article in the last Hugonian that states, "The <br />City wants to purchase all the homes on this block of Hwy. 61 ....and tear them down." She wanted <br />the public to know that the City had a plan for downtown development, and that was to purchase <br />homes as they became available. It was not the City's intent to displace the neighborhood. She <br />suggested that an article be included in the next City Newsletter to inform residents of the City's <br />plans for the area. <br />UPDATE ON COMMUNITY DEVELOPMENT PROJECTS <br />Community Development Director, John Rask, provided Council with the significant planning <br />projects that will be directed by staff over the winter months. These projects will be presented to the <br />Planning Commission to finalize land use planning documents, which will then be considered by the <br />Council, prior to the May 2001 moratorium. <br />GOIFFON SLAUGHTERHOUSE DETERMINATION <br />The City Attorney, Dave Snyder, and Community Development Director, John Rask, provided <br />Council with an update on the continued discussions with Goiffon's attorney regarding a legal <br />determination for grandfathering of the Goiffon slaughterhouse operation. Attorney Snyder stated <br />that there were some questions unanswered, so discussion would need to be continued to resolve this <br />matter. <br />JACKSON ARBffRATION DEMAND <br />City Attorney, Dave Snyder, provided Council with the latest arbitration demands of the Jackson <br />family regarding the setting of trunk and storm water ponding fees. The Jacksons' attorney has <br />requested to arbitrate this matter, and the City is moving forward with City Engineer Dave Mitchell <br />as the consultant engineer for the arbitrary hearing. <br />ECONOMIC DEVELOPMENT AUTHORITY MEETING <br />Mayor Stoltzman called the Economic Development Authority to order at 8:30 pm. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Michael Ericson <br />City Attorney, Dave Snyder <br />City Engineer, Dave Mitchell <br />Community Development Director, John Rask <br />City Clerk, Mary Ann Creager <br />AUTHORIZATION OF FINANCE PLAN FOR NEW CITY HALL <br />City Council directed staff to prepare a resolution of authorization for a finance plan for the <br />construction of the new City Hall in coordination with financial advisor, Rusty Fifield, from Ehlers <br />
