City Council meeting of February 16, 1999 <br />Page 2 <br />P,L HEARING (PELOOUIN INDUSTRIAL PARK IMPROVEMENT PROJECT) <br />A public hearing was held to consider improving property within the Peloquin Industrial Park and along <br />TH61 by the construction of sanitary sewer, municipal water, storm sewer, curb, gutter, and paved <br />streets pursuant to MN Statutes, Section 429. The estimated cost of this project is $1,438,700. The <br />City Engineer briefly outlined the scope of the project, and then the public hearing was called to order. <br />Paul Glamos stated his objections to the project that were outlined in a handout provided to the <br />Council. Dean Atkinson also objected to the project stating that his assessment was too high, and that <br />future extension of 152nd Street would create a traffic problem by mixing residential traffic with heavy <br />industrial.. He also expressed concern with water pressure and the need for a new tower. Gary <br />Papermaster was in favor of the project and suggested the City also obtain a unit price bid in an effort <br />to lower costs for property owners. He also agreed that residential and industrial traffic would be a <br />problem. Steve Johnson, owner of property adjacent to western -most cul-de-sac, implied no gifts <br />would be given relative to the City obtaining easements from him. The hearing was then closed and <br />opened to the Council for their discussion. Mayor Stoltzman wanted property owners to know what <br />additional charges for which they'd be responsible; any oversizing costs should be removed from the <br />project; and the Council should consider ways in which assessments to property owners could be <br />reduced. He also felt itimportant that the Engineer be aware of U.S. West conduit located in the right- <br />of-way on the east side of TH61. Barnes felt that the City should hold the assessment hearing to <br />determine actual cost. It was her opinion that costs would come in lower than projected. <br />Barnes made motion, Stoltzman seconded, directing the City Engineer to develop preliminary plans and <br />specifications for the proposed improvements and report to the Council. The assessment hearing shall <br />be delayed until after the Engineer's report is submitted. <br />All aye. Motion Carried. <br />Barnes made motion, Stoltzman seconded, directing the City Engineer to obtain quotes for soil borings <br />and report at the Council ineeting of March i, 1999. <br />All aye. Motion Carried. <br />JD2 OBSTRUCTION PETITION STATUS <br />Paul Haik, attorney representing the City in this matter, was present to update the Council on the status <br />of the petition. It was agreed that he would address the RCWD at their meeting in February to <br />determine what course of action they will be taking with respect to the petition. Mr. Haik will report at <br />the Council meeting of March 1, 1999. <br />SPECIAL USE PERMIT HEARING (HORTON) <br />A public hearing was originally scheduled for December 21, 1998, to consider the revocation of a SUP <br />to operate an auto recycling yard at : 570 end ' 6813 Forest Boulevard but was delayed due to the ill - <br />health of the property owner, Norm Horton. A revised SUP for the site, drafted by City staff, was <br />provided to the Council for their review. <br />
