City Council meeting of February 16, 1999 <br />Page 5 <br />RAIL CROSSING DUROVEMENT PROJECT <br />Barnes made motion, Haas seconded, directing the City Engineer to proceed with a feasibility report for <br />improving the rail crossings at 130th and 140th Streets, adjacent to TH61, for a cost not exceed <br />$5,000. <br />All aye. Motion Carried. <br />DNR OPEN BURNING RESTRICTION <br />The Council considered a letter from the DNR, Division of Forestry, to Fire Chiet Joe McMahon, <br />requesting that the City stop issuing large-scale burning permits in the community. This would <br />specifically apply to Thommes and Thomas Landscaping and Olsen Tree Service, who currently have <br />special use permits to burn organic debris in the community. The Chief believes that the DNR has <br />authority to restrict burning activities in the community. The two businesses are to be notified of the <br />DNR's request. <br />DEVELOPMENT COST REUABURSEMENT (POLICY REVISION) <br />The Council considered a resolution amending the City's Development Cost Reimbursement Policy by <br />requiring "written" applications for such reimbursement be made prior to final plat approval. The <br />Council has previously indicated a desire to place such a restriction on the policy. <br />Barnes made motion, Haas seconded, to adopt RESOLUTION 1999-5, A RESOLUTION <br />REQUIRING ALL APPLICATIONS FOR DEVELOPMENT COST REIMBURSEMENT UNDER <br />THE CITY'S PRIVATE DEVELOPMENT COST SHARING POLICY BE SUBMITTED IN <br />WRITING TO THE CITY PRIOR TO FINAL PLAT APPROVAL. <br />VOTING AYE: Barnes, Haas, Stoltzman <br />Motion Carried. <br />COUNCIL MEETING LOCATION <br />Due to the leaky roof problems at City Hall, the Council discussed the possibility of moving the location <br />of Council meetings from City Hall to the Rice Lake Park Building. <br />Barnes made motion, Stoltzman seconded, to table until March 1, 1999, to allow staff to obtain a cost <br />estimate to make the new site ready for cable transmission. <br />All aye. Motion Carried. <br />PLANNING COMMISSION APPOINTMENT <br />Stoltzman made motion, Haas seconded, to table appointment of a Planning Commissioner to fill the <br />position left vacant by the recent resignation of Ken Rubenzer. All aye. Motion Carried <br />
