Barnes made motion, Haas seconded, that the City allow the developer of Creekview Preserve to submit final plats for additional phases in accordance with original preliminary plat approval. The City shall develop new Development Agreements for each phase. All aye. Motion Carried. FINAL PLAT BEAVER PONDS 3RD ADDITION) The Council considered the proposed final plat for Beaver Ponds 3rd Addition, as well as the City Engineer's report. Barnes made motion, Petryk seconded, to table this matter until the meeting of June 7, 1999. All aye. Motion Carried. TRUNK STORMWATER FEE REPORT Pete, Willenbring presented, and reviewed, the Stormwater Trunk Fee Justification Report as requested by the Council. Haas made motion, Barnes seconded, to accept the Stormwater Trunk Fee Justification Report as submitted, and direct the City Attorney to draft an implementing ordinance. A public hearing will be scheduled after Council review of the draft ordinance. All aye. Motion Carried. TOWNHOMES OF BALD EAGLE LAKE Stoltzman made motion, Haas seconded, to table this matter until the meeting of June 7, 1999. All aye. Motion Carried. DISCUSSION ON BUILDING MORATORIUM Councilman Haas requested that the Council discuss placing a moratorium on new development in the community. Haas referenced an interim ordinance that would halt new development to allow the City to study adequacy of water supply for the community. Petryk made motion, Haas seconded, directing City staff to develop a proposed 12 -month moratorium on new development in the existing MUSA, based on concerns that the City would be unable to provide adequate water supply in the area.
