City Council meeting of May 17, 1999 <br />Page 5 <br />Council outlining why he feels the developer should not be required to obtain preliminary plat approval <br />for the balance of the phases, only final plat approval. <br />Barnes made motion, Haas seconded, that the City allow the developer of Creekview Preserve to submit <br />final plats for additional phases in accordance with original preliminary plat approval. The City shall <br />develop new Development Agreements for each phase. <br />All aye. Motion Carried. <br />FINAL PLAT BEAVER PONDS 3RD ADDITION) <br />The Council considered the proposed final plat for Beaver Ponds 3rd Addition, as well as the City <br />Engineer's report. <br />Barnes made motion, Petryk seconded, to table this matter until the meeting of June 7, 1999. <br />All aye. Motion Carried. <br />TRUNK STORMWATER FEE REPORT <br />Pete, Willenbring presented, and reviewed, the Stormwater Trunk Fee Justification Report as requested <br />by the Council. <br />Haas made motion, Barnes seconded, to accept the Stormwater Trunk Fee Justification Report as <br />submitted, and direct the City Attorney to draft an implementing ordinance. A public hearing will be <br />scheduled after Council review of the draft ordinance. <br />All aye. Motion Carried. <br />TOWNHOMES OF BALD EAGLE LAKE <br />Stoltzman made motion, Haas seconded, to table this matter until the meeting of June 7, 1999. <br />All aye. Motion Carried. <br />DISCUSSION ON BUILDING MORATORIUM <br />Councilman Haas requested that the Council discuss placing a moratorium on new development in the <br />community. Haas referenced an interim ordinance that would halt new development to allow the City <br />to study adequacy of water supply for the community. <br />Petryk made motion, Haas seconded, directing City staff to develop a proposed 12 -month moratorium <br />on new development in the existing MUSA, based on concerns that the City would be unable to provide <br />adequate water supply in the area. <br />All aye. Motion Carried. <br />
