MINUTES FOR THE HUGO CITY COUNCIL MEETING OF JUNE 8. 1999 <br />The Mayor reconvened the recessed Council meeting of June 7, 1999, at 7:05 pm. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />City Engineer, Tom Angus <br />140TH STREET ASSESSMENT ROLL (RESOLUTION) <br />The Council considered a resolution ordering a hearing on a proposed assessment to be made for the <br />improvement of 140th Street, between Finale Avenue and TH61. The hearing will be held on July 6, <br />1999, at 7:05 pm. <br />Leroux made motion, to adopt RESOLUTION 1999-10, A RESOLUTION ORDERING A HEARING <br />ON THE PROPOSED ASSESSMENT ROLL FOR THE 140TH STREET IMPROVEMENT <br />PROJECT. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stoltzman <br />Motion Carried.. <br />SNOWMOBILE FORFEITURE <br />The City Council received a letter from the City Attorney regarding the forfeiture of a snowmobile to the <br />City, as the result of a drunk driving case. The Sheriffs Department requested the snowmobile for use in <br />their winter patrol activities. If the Council wishes to turn over the vehicle to the Sheriffs Department, <br />staff recommended the County reimbursement the City for the storage seizure and forfeiture costs <br />incurred by the City. <br />Barnes made motion, Haas seconded, to transfer ownership of the snowmobile to the Washington County <br />Sheriffs Office, subject to the Sheriff reimbursing the City for all cost involved with the storage, seizure, <br />and forfeiture of the vehicle. <br />All aye. Motion Carred. <br />FIREFIGHTER EMERGENCY WARNING LIGHTS <br />The City Council received a letter from the Fire Chief requesting authority to allow firefighters <br />responding to emergencies to use yellow warning lights on their personal vehicles. The Council also <br />received a letter from its insurance carrier stating liability concerns in allowing firefighters the use of <br />warning lights. Chief McMahon and Assistant Chiefs Jim Compton and Greg Burmeister informed the <br />Council that neighboring communities, including White Bear Lake and Mahtomedi, have adopted similar <br />policies, with the intent of the warning lights to provide additional safety to the firefighters responding to <br />emergencies. The lights would also request the right-of-way from other drivers. Chief McMahon stated <br />that the yellow warning light did not provide any additional authority to firefighters to speed or violate <br />established traffic law, and use of warning lights would be monitored by him and his officers. <br />
