MINUTES FOR THE CITY COUNCIL MEETING OF JUNE 28.1999 <br />The meeting of July 21, 1999 was reconvened by Mayor Stoltzman at 7:00 pm. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />City Attorney representative, Dave Snyder <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ADDITIONS TO AGENDA <br />Letter to BCWD re flooding problem <br />Health -overage for employees <br />Paul Haik meeting (JD2) <br />Bike path along TH61 <br />Black panther <br />COMPREHENSIVE LAND USE REGULATIONS <br />The Council received by separate correspondence a revised draft to the City's comprehensive land -use <br />regulations, as well as an ordinance to implement the regulations. Ed Waller approached the Council <br />regarding regulations in the long-term agriculture district, hoping to retain privileges allowed in the old <br />zoning ordinance, and not add further limitations. After fiuther discussion of the proposed regulations: <br />Barnes made motion to adopt ORDINANCE 1999-333 AN ORDINANCE ADOPTING REVISED <br />LAND USE REGULATIONS. <br />Motion failed for lack of second. <br />Council member Petryk requested to amend the zoning map to remove Oakshore Park and Lake Air <br />Estates from the urban district to rural residential. The Council considered this "spot" zoning. <br />Barnes made motion, Haas seconded, to adopt ORDINANCE 1999-333, AN ORDINANCE <br />REPEALING THE EXISTING CHAPTER 82 (DRIVEWAYS), 98 (FENCES), 219 (PARKING AND <br />LOADING AREAS, 240 (PLANNING), 266 (SIGNS), 290 (SUBDIVISION), AND 320 (ZONING, <br />SHORELAND MANAGEMENT, AND FLOODPLAINS) IN THEIR ENTIRETY AND ADOPTING <br />A REVISED CHAPTER 320 (COMPREHENSIVE LAND USE REGULATIONS). <br />VOTING AYE: Barnes, Haas, Leroux, Stoltzman <br />VOTING NAY: Petryk <br />Motion Carried. <br />GREENE AVENUE IMPROVEMENTS <br />The Council considered a letter prepared by the City Engineer providing options for the improvement <br />of Greene Avenue. Discussion continued on location of the proposed road, should be a urban or rural <br />section, and whether to continue with the Chapter 429 process. <br />
