MINUTES FOR THE HUGO CITY COUNCIL MEETING OF SEPTEMBER 15,1999 <br />The Mayor convened a special meeting of the City Council at 7:10 pm. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />Parks Commission Chairperson, Kathy Marier <br />Parks Commission members: Pete Pedersen, Robyn LaCasse, David Strub <br />Parks Planner, Laurie McRostie <br />City Finance Director, Ron Otkin <br />Pete Pedersen, member of the City's Park, Recreation, and Open Space Advisory Commission, <br />presented the Council the Commission's strategic for review and approval. Following a question and <br />answer period, the Council took the Parks Commission's strategic plan under advisement. <br />Kathy Marier, chairperson of the Parks, Recreation, and Open Space Advisory Commission presented <br />the Council with the Parks Commission's recommendation to purchase approximately 25 acres of <br />property located owned by Bruce Bernin, at the southwest edge of Oneka Lake. <br />Leroux made motion, Petryk seconded, to authorize Council member Barnes to contact Mr. Bernin <br />regarding the potential purchase of his property for public park use. <br />Leroux made motion, Stoltzman seconded, to amend the motion authoring Pete Pedersen to <br />participate in the discussions with Mr. Bernin. <br />AMENDMENT - AYE: Barnes, Leroux, Petryk, Stoltzman <br />ABSTAINED: Haas (financial advisor to the Bernins) <br />Motion Carried. <br />ORIGINAL MOTION - AYE: Barnes, Leroux, Petryk Stoltzman <br />ABSTAINED: Haas <br />Motion Carried. <br />The Council reviewed a letter received from Thomas Emery of Wilson Tool, requesting permission to <br />plant a row of trees in the City's road right-of-way along Falcon Avenue, south of 130th Street. The <br />trees would act as an additional buffer between Wilson Tool and residential property being developed <br />to the west. The City Administrator recommended that the Council consider working with Wilson <br />Tool to establish a bike path along the road right-of-way of Falcon Avenue to connect 130th Street to <br />Falcon Court. <br />Barnes made motion, Haas seconded, directing the City Administrator to coordinate a meeting <br />between Wilson Tool, Council member Petryk, Parks Commissioner, Kathy Marier, and Mr. Emery <br />to discuss development of the road right-of-way. <br />All aye. Motion Carried. <br />The Council reviewed a draft letter thanking Congressman William Luther for his assistance in <br />obtaining a COPS grant for the City. <br />
