MMUTES FOR THE HUGO CITY COUNCIL MEETING OF DECEMBER 13.1999 <br />The Mayor reconvened the Council meeting of December 10, 1999 at 7:00 pm at the Hugo Fire Hall. <br />PRESENT: Barnes, Haas, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />Parks Commissioners: Robyn LaCasse, Dave Strub, Pete Pedersen <br />Finance Director; Ron Otkin <br />Planner, Jeff Lutz <br />Water Resource Engineer, Pete Willenbring <br />Park Planner, Laurie McRostie <br />City Engineer, D ve Mitchell <br />SEN T: G <br />The Council idered an application by the Hugo Snowmobile Club to establish four (4) designated <br />snowmobile routes through the City for the 1999/2000 season. <br />Haas made motion, Barnes seconded, to approve two (2) of the proposed trails, and deny the other two <br />(2) foutes. The routes approved are those along Forest Boulevard, from 120th Street to 180th Street, <br />and along 170th Street, from Forest Boulevard to Keystone Avenue. The routes denied are those from <br />Forest Boulevard to Keystone Avenue, along CSAH 8, as the Club has not provided proof of <br />continuous easements for this route, and the proposed trail, from Frenchman Road to Forest Boulevard, <br />as it lacks a trail connection at its terminus with Frenchman Road. Furthermore, the two approved are <br />conditioned on the Club providing the City a hold harmless agreement for the operation of the trails, the <br />City Engineer's approval of the trails' development and operation plan, and operation of the trail in <br />accordance of Hugo City Code, Chapter 181. <br />All aye. Motion Carried. <br />The staff briefed the Council on.development issues in the area north of Frenchman Road, between <br />Elmcrest Avenue and TH61. Jeff Lutz provided background information on the current land uses in the <br />area, and its zoning. Dave Mitchell briefed the City sewer and water plan as it relates to the area, as <br />well as proposed transportation corridors. Pete Willenbring discussed floodplain, wetland and <br />topographic information. Laurie McRostie talked about potential park uses in the area, and Ron Otkin <br />described potential financial sources to accomplish desired public improvements. <br />The Council and Parks Commission discussed potential recreational development in the area of the <br />City's existing property in the downtown area, and around the Catholic cemetery, as well as potential <br />trail links to the Hardwood Creek Trail, and an interest in acquiring property for park development <br />before the area is developed. The City Administrator presented three options for implementing the <br />City's vision for the area: <br />1. Adopting regulations to guide development. <br />2. The City purchasing property, and constructing desired public facilities. <br />3. Developing a cooperative public/private development plan for the area. <br />Haas made motion, Barnes seconded, for the staff to prepare a Scope of Work and cost estimate for <br />preparing a detailed development plan for the area, to include a proposed work schedule, and meetings <br />with area property owners.
