MINUTES FOR THE HUGO CITY COUNCIL MEETING OF JANUARY 20,1998 <br />The meeting was called to order by Mayor Fran Miron at 7: IOPM. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />City Attorney Representative, Dave Snyder <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />Leroux made motion, Barnes seconded, to approve the following Consent Agenda: <br />Minutes for the City Council meeting of January 5, 1998 <br />General Claims for January 20, 1998 <br />Firefighter Dismissal <br />All aye. Motion Carried. <br />FIREFIGHTER DISMISSAL <br />Chief Wisner reported that firefighter, Ralph Schoeller, had not participated in the training <br />drills or the emergency calls the Fire Department requires for membership in the <br />Department. Chief Wisner recommended that Mr. Schoeller be dismissed from the <br />Department. Adoption of the Consent Agenda terminated Mr. Schoeller's employment <br />and membership with the Hugo Volunteer Fire Department, effective January 20, 1998. <br />DRAINAGE ISSUE (16355 ELMCREST AVENUE) <br />Joe Canine, 16355 Elmcrest Avenue, appeared before the Council to discuss drainage <br />problems on his property. Mr. Canine has been experiencing water in his basement, which <br />he alleges due to the first floor elevation of the home being constructed too low. He <br />thought the City had some responsibility in helping correct the situation since they <br />approved the building permit for the property. The City Administrator stated that first <br />floor elevations in the community are set by regulation to be two foot above the 100 -year <br />flood elevation or four foot above the ordinary high ground water elevation, whichever is <br />higher. The builder, upon applying for a building permit, certifies to the City the elevation <br />meeting the standard, and then the elevation of the first floor as constructed. Councilman <br />Leroux stated that he felt the City had a responsibility to check first floor elevations in <br />more detail to avoid problems such as Mr. Canine is experiencing. There was substantial <br />discussion among the Council on the issue. Mr. Canine then verbally petitioned the City <br />to clean the drainage ditch adjacent to his property as a means of helping to alleviate his <br />problem. <br />Miron made motion, Leroux seconded, directing City staff to prepare a cost estimate of <br />cleaning the ditch adjacent to the Canine property. If it can be determined, the individual/s <br />causing the obstruction should be responsible for cleaning expenses. <br />All aye. Motion Carried. <br />
