Motion Carried. <br />It was agreed that Mr. Stewart will need to make a new application and provide a new site <br />plan. <br />PRELIMINARY PLAT (BEAVER PONDS DEVELOPMENT) <br />J.R. Land Development Company, 29026 Hillcrest, Stacy MN, requested preliminary plat <br />by Planned Unit Development (PUD) for approximately 80 acres located in the SE <br />quadrant of Forest Boulevard and 130th St. in order to allow 33 single family home lots <br />and one outlot. This is their first phase in development of the property. This matter was <br />considered by the Planning Commission at their meeting of February 25, 1998, and they <br />recommended approval of the preliminary plat subject to stated conditions. The City <br />Administrator explained the proposed Storm Water Management Plan Agreement, <br />between Pete Willenbring and the develop, and paid for entirely by the developers. <br />Leroux made motion, Goiffon seconded, to approve the Storm Water Management Plan <br />Agreement for the Beaver Ponds Development. <br />All aye. Motion Carried. <br />Judd Jackson, adjoining property owner, wanted to make sure his property would not be <br />landlocked, and that the land would have access to City utilities. <br />Barnes made motion, Goiffon seconded, to approve the preliminary plat for Beaver Ponds <br />with the understanding that staff work with property owners regarding access and utility <br />issues. Approval is subject to the conditions established by the Planning Commission. <br />VOTING AYE: Barnes, Goiffon, Leroux, Miron <br />VOTING NAY: Arcand <br />Motion Carried. <br />STANDARDS FOR FIRST FLOOR ELEVATIONS <br />At the City Council meeting of February 17, 1998, the Council received a letter from Mr. <br />Pete Willenbring, the City's Water Resource Engineer, recommending new standards for <br />first floor elevations in the City of Hugo. This matter will be discussed at another <br />meeting. <br />
