City Council meeting of May 4, 1998 <br />Page 9 <br />OFFER TO SELL PROPERTY (MONNO) <br />Joseph and Pamela Monno have offered to sell the City approximately 5.3 acres, including a <br />house, garage, and pole building for use as a public park. This matter was on the agenda of the <br />City Council meeting of April 20, 1998, but was tabled due to lack of time. The Council <br />considered a letter in response to the Monnos' offer. <br />Barnes made motion, Arcand seconded, to approve the letter responding to the Monnos' offer. <br />All aye. Motion Carried. <br />FUNDING REQUEST (WB ATHLETIC ASSOCIATION) <br />The WBL Athletic Association requested that the City contribute a maximum of $1,000 to <br />study and evaluate the adequacy of athletic facilities provided in the WBL school district. With <br />the assistance of the cities of Hugo, WBL, Vadnais Height, Birchwood, Gem Lake, and WB <br />Township, the Association wishes to prepare a facilities needs analysis for the communities <br />involved. <br />Miron made motion, Barnes seconded, directing staff to provide the Association with a copy of <br />the City's Master Park Plan. <br />All aye. Motion Carried. <br />BEAVER PONDS (FUNDING OF U"ROVEMENTS) <br />Jim Schilling addressed the Council that, in his opinion, he was being unfairly charged for <br />certain improvements for the Beaver Ponds development. He felt that costs for the lift station <br />should be allocated so that all properties benefiting from the improvement should be <br />responsible for the expense. This opinion also carried over to the escrow money proposed for <br />the future improvements to 130th Street. As the Council had only recently received the <br />Administrator's report on this matter, no action was taken at this time. <br />SUNSET LAKE RIDGE DEVELOPMENT <br />As the City did not have any financial leverage to require the developer to blacktop Ingersoll <br />Avenue, the following motion was made: <br />Barnes made motion, Miron seconded, directing the Building Inspector to issue no further <br />building permits for the Sunset Lake Ridge development until such time as the City has plans <br />for the improvement to Ingersoll Avenue. <br />All aye. Motion Carried. <br />
