City Council meeting of May 4, 1998 <br />Page 8 <br />Leroux made motion, Goiffon seconded, to approve the site plan for Domino's Pizza, 14531 <br />Forest Boulevard, to operate a carry -out pizza business at the old Post Office location. <br />All aye. Motion Carried. <br />SPA WNARIANCE (PHOENDUERICKSON TRANSPORT SYSTEMS) <br />Erickson Transport Systems, Inc., 15717 Forest Blvd., requested site plan approval to <br />construct a 399 sq ft building on the south side of their building at the above address. The <br />addition will include two 10' x 10' doors to be used for docking, loading, and unloading <br />freight. The applicants have requested a variance to Hugo Chapter 219-6, Subd. A, that <br />requires driveway parking and unloading areas to be paved. The variance request was <br />considered by the Board of Zoning Adjustments at their meeting of April 22, 1998, and <br />recommended approval of the variance to Chapter 219-6. The proposed building addition <br />complies with building setback requirements. Staff recommended approval of the site plan <br />subject to the following conditions: <br />1. Approval of a land development by the RCWD. <br />2. The applicant provide a new site plan specifying driveway parking and loading areas, as well <br />as location of well and septic system. <br />Bob Erickson did not want to pave his property because of the cost factor. He was informed <br />that a financial hardship is not a reason to grant a variance. There needs to be a hardship to the <br />land. Mr. Erickson was concerned that drainage of the property would change if the area was <br />blacktopped, and he was informed of a drainage study being conducted to the east of his <br />property. <br />Leroux made motion, Goiffon seconded, to deny the variance request of Erickson Transport <br />Systems, 15717 Forest Boulevard, to retain a gravel parking and docking area as no hardship <br />to the land exists. <br />All aye. Motion Carried. <br />MCES INTERCEPTOR UPDATE <br />The City Council directed the City Administrator and the City Engineer to attend the public <br />hearing being conducted by the Metro Council Environmental Services regarding the proposed <br />extension of a trunk sewer interceptor from Lino Lakes to the Forest Lake interceptor. Staff <br />provided the Council with an update of the hearing. Sewer would be available for land to be <br />developed, but there was concern expressed that the water supply would not be adequate. <br />Leroux made motion, Arcand seconded, directing the City Engineer to work with property <br />owners regarding the proposed interceptor and report status to the Council. <br />All aye. Motion Carried. <br />
