City Council meeting of June 1, 1998 <br />Page 5 <br />requesting that the City reduce the speed limit on this section of roadway. The traffic <br />engineering manual allows the City to establish a speed limit of 30 mph in urban districts <br />described as "territory contiguous to including a street which is built up with structures <br />devoted to business, industry, or dwelling houses situated at intervals less than 30 meters for <br />a distance of 400 meters or more." Although some of the homes on the street may be <br />located within the 30 -meter standard, most are located much farther apart. This section of <br />177th Street would not meet the standard as an urban district. Any other reduction in speed <br />limit would require a traffic analysis by the MNDOT. John Olson, author of the petition, <br />appeared before the Council asking for their assistance to help the situation. The road is <br />being used as a shortcut to TH61 from Henna Avenue, with cars and afternoon school buses <br />using excessive speed. Because the City has been unable to reduce speeds for similar <br />requests, yellow caution signs were suggested. <br />Leroux made motion, Barnes seconded, directing staff to install yellow 30 mph, curve signs <br />at both ends of 177th Street; notify the Forest Lake school district of excessive speeds by <br />their bus drivers; and request the Sheriffs office be notified of the situation. <br />All aye. Motion Carried. <br />140TH STREET ROAD ALIGNMENT <br />The City Council requested that staff provide a presentation on the benefits and problems <br />associated with the different proposed alignments for 140th Street. The City Engineer <br />presented a site plan of the options that can be considered, with both pros and cons. It was <br />felt that the City should make a decision now before development of the Wenzel property, <br />and construction of the MCES interceptor. Because of encroachment onto wetlands, the <br />City will need to obtain permits from the RCWD prior to any improvements. <br />Leroux made motion, Barnes seconded, that the City follow the prescribed path of holding a <br />public hearing regarding both options, and obtain whatever permits are necessary from the <br />RCWD. <br />All aye. Motion Carried. <br />Miron made motion, Leroux seconded, to schedule a special Council meeting of June 29, <br />1998, at 7:30 p.m. to discuss the 140th Street road alignment. <br />All aye. Motion Carried. <br />BEEP DEVELOPMENT COVENANTS <br />Miron made motion, Leroux seconded, to approve the Development Covenants for the BEIP <br />#2, and direct staff to provide a more definitive description of light industrial. <br />All aye. Motion Carried. <br />
