MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NNE 29.1998 <br />The meeting was called to order by Mayor Fran Miron at 7:34PM. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />City Engineer, Tom Angus <br />The Council previously received a proposed Development Agreement, between the City of <br />Hugo and the Backes Companies, for the subdivision known as Creekview Preserve. Mr. <br />Backes requested the Council approve the Development Agreement so that he could post <br />the necessary escrow, and begin grading the project, even though he had not yet presented <br />the final plat the City Engineer's review. Mr. Backes had posted $60,000 in escrow with <br />the RCWD for grading and erosion control on the project, as well as an escrow of <br />$1,327,195 with the City of Hugo to guarantee completion of the public improvements <br />planned for the project. <br />Miron made motion, Leroux seconded, to approve the Development Agreement for the <br />Creekview Preserve subdivision. <br />All aye. Motion Carried. <br />FENWAY BOULEVARD/AVENUE BID OPENING <br />The Council received a letter from the City Engineer requesting to reschedule the bid <br />opening for the Fenway Boulevard/Avenue improvement project until July 30, 1998. This <br />request is being made since the City has not yet acquired the property for the project. The <br />City recently received a preliminary plat application for a development known as Eagle <br />View Meadows, which will provide the City the opportunity to delete the sanitary sewer <br />north of 140th Street from the project. The RCWD permit has not yet been received. <br />Miron made motion, Leroux seconded, to readvertise the bid opening for July 30, 1998 <br />for the Council to receive a tabulation of the bids received at their meeting of August 3, <br />1998. <br />All aye. Motion Carried. <br />The City Council then reviewed a proposed letter to be sent to the Washington County <br />Board of Commissioners thanking them for organizing the regional rail meeting of June <br />18, 1998, and requesting that the County take a role in organizing efforts between <br />communities to develop transportation links between communities. <br />Leroux made motion, Goiffon seconded, to approve the letter as presented. <br />All aye. Motion Carried. <br />
