MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NNE 29.1998 The meeting was called to order by Mayor Fran Miron at 7:34PM. PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron City Administrator, Robert Museus City Engineer, Tom Angus The Council previously received a proposed Development Agreement, between the City of Hugo and the Backes Companies, for the subdivision known as Creekview Preserve. Mr. Backes requested the Council approve the Development Agreement so that he could post the necessary escrow, and begin grading the project, even though he had not yet presented the final plat the City Engineer's review. Mr. Backes had posted $60,000 in escrow with the RCWD for grading and erosion control on the project, as well as an escrow of $1,327,195 with the City of Hugo to guarantee completion of the public improvements planned for the project. Miron made motion, Leroux seconded, to approve the Development Agreement for the Creekview Preserve subdivision. All aye. Motion Carried. FENWAY BOULEVARD/AVENUE BID OPENING The Council received a letter from the City Engineer requesting to reschedule the bid opening for the Fenway Boulevard/Avenue improvement project until July 30, 1998. This request is being made since the City has not yet acquired the property for the project. The City recently received a preliminary plat application for a development known as Eagle View Meadows, which will provide the City the opportunity to delete the sanitary sewer north of 140th Street from the project. The RCWD permit has not yet been received. Miron made motion, Leroux seconded, to readvertise the bid opening for July 30, 1998 for the Council to receive a tabulation of the bids received at their meeting of August 3, 1998. All aye. Motion Carried. The City Council then reviewed a proposed letter to be sent to the Washington County Board of Commissioners thanking them for organizing the regional rail meeting of June 18, 1998, and requesting that the County take a role in organizing efforts between communities to develop transportation links between communities. Leroux made motion, Goiffon seconded, to approve the letter as presented. All aye. Motion Carried.
