City Council meeting of June 29, 1998 <br />Page 2 <br />140TH STREET ALIGNMENT <br />The Mayor opened discussion on the future alignment of construction of 140th Street, <br />from TH 61 to Elmcrest Avenue. The City Engineer presented three options for <br />alignment of this road: <br />1. Extend from the intersection of 140th Street and TH61 to the north west and connect <br />to CR8. <br />2. Extend 140th Street, due west, and connect to Cedar Street in Lino Lakes. <br />3. Some combination of the other two alignments to provide access to both directions. <br />The City Administrator stated that the reason this matter was brought before the Council <br />for consideration is that the proposed development in the southeast quadrant of <br />Frenchman Road and Elmcrest Avenue, which, if it occurs, would block construction of a <br />collector street in this area. In addition, the development of the Bald Eagle Industrial <br />Park, and residential properties along Fenway Avenue/Boulevard will be increasing local <br />traffic in the area. <br />Residents expressed concerns regarding truck traffic through residential areas, diminishing <br />property values, potential for assessments, forcing people to subdivide their property, <br />adding additional public easements across property already subject to numerous <br />easements, and development constraints. It was also suggested that the City's traffic - <br />capacity goals be managed through improvements to TH61 and CR8. Issues raised <br />supporting development of 140th Street would be pulling traffic off the intersection of <br />TH61 and Frenchman Road, providing local access to services in Lino Lakes and White <br />Bear Township, and provide more direct access to 35E. The road could serve as a buffer <br />between residential property to the south, and potential for commercial/industrial <br />development to the north. The traffic capacity of both Frenchman Road and CSA8 would <br />be improved. <br />Issues regarding the connection of a new road to Elmcrest Avenue, at whatever location, <br />would need to be coordinated with the City of Lino Lakes. <br />Leroux made motion, Goiffon seconded, to adjourn at 10:50PM. <br />Ttbe <br />.
