City Council meeting of July 6, 1998 <br />Page 2 <br />of the Consent Agenda approved the letter. <br />VARIANCE (MINER) <br />Arvin & Julie Miner, 6475 132nd St. N., requested a variance for a 24' X 24' garage expansion to the <br />existing 26' X 24' attached garage for personal storage. Total square footage requested for attached <br />garage would be 1200 square feet where 1000 square feet is allowed by ordinance. The Board of <br />Zoning Adjustments considered this request at their meeting of June 24,1998, and recommended <br />approval of the variance request. Adoption of the Consent Agenda approved the variance for <br />construction 24' x 24' garage expansion. <br />CHARITABLE GAMBLING (DEAD BROKE SADDLE CLUB) <br />The Dead Broke Saddle Club applied to renew their permit to conduct lawful gambling activities at the <br />Blacksmith Lounge, 17205 Forest Boulevard. This organization has conducted gambling activities at <br />the bar/restaurant previously without the City receiving any complaints. Adoption of the Consent <br />Agenda approved issuance of the permit, and waiver of any waiting period. <br />PUBLIC HEARING (JUNKYARD ORDINANCE AMENDMENTS) <br />A public hearing was held to consider amending Hugo City Code, Chapter 30, regarding junkyards and <br />auto dismantling yards by changing the terms of such licenses. Mike Brandt, Hugo Auto Parts, <br />suggested that the ordinance incorporate county and state regulations to eliminate "gray" areas. Goiffon <br />thought the City should renew the license every two years, with yearly inspections. <br />Miron made motion, Barnes seconded, directing staff to schedule a meeting with government agencies <br />regulating auto dismantling yards, with Hugo's license holders being invited. <br />All aye. Motion Carried. <br />PUBLIC HEARING (FRANCESCA AVENUE IMPROVEMENTS) <br />A public hearing was held to consider making improvements to Francesca Avenue, north of 148th Street <br />and south of the Twin Pine Trailer Park. The City Engineer negotiated a contract price of $17,814 for <br />the work, with North Valley, Inc. This amount does not include yard repairs. The hearing was opened <br />with Richard Mireault and Lee Mueffner questioning why improvements would not be considered <br />maintenance. Francesca Avenue is damaged beyond normal maintenance and needs to be totally rebuilt. <br />Should storm water improvements take place in five years or so, it was hoped that the Council at that <br />time would consider a credit of some kind for improvements made now. <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 1998-23, A RESOLUTION <br />ACCEPTING THE LOW BID OF $17,814 FROM NORTH VALLEY, INC., AND ORDER THE <br />IMPROVEMENT OF FRANCESCA AVENUE. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />
