City Council meeting of August 17, 1998 <br />Page 3 <br />Miron made motion, Goiffon seconded, to approve the plans and specifications for the City Hall <br />playground equipment and consider bids for the project at the Council meeting of 9/8/98. <br />All aye. Motion Carried. <br />FENWAY BOULEVARD/AVENUE BIDS <br />At the City Council meeting of August 3, 1998, the City Engineer provided the Council a report on <br />bids received for the construction and improvements to Fenway Boulevard, from 130th Street to <br />145th Street, conditioned upon obtaining the necessary easements. <br />Leroux made motion, Goiffon seconded, to accept the low bid for the Fenway Boulevard/Avenue <br />improvements and that the project be awarded to Richard Knutson, Inc., in the amount of <br />$1,238,109, subject to the City's acquisition of the required road right of way. <br />All aye. Motion Carried. <br />CREEKVIEW PRESERVE UTILIMS <br />Mr. Dennis Backes, 7026 Brooklyn Boulevard, requested the City permit him to begin construction <br />of the streets and utilities necessary to serve the proposed Creekview Preserve, Phase 1. Approval <br />of the final plat for this development is being retarded as the developer waits for a driveway access <br />permit to TH61 from the Washington County Rail Authority. The developer indicated that he is <br />aware that the City cannot guarantee such access, but due to the late season, he wished to take the <br />risk and begin construction of utilities necessary to serve the project. After a lengthy discussion of <br />rail crossings, and the recommendation of the City's attorney to delay approval because of possible <br />liability, the following motion was made: <br />Moon made motion, Leroux seconded, to approve construction of utilities for the proposed <br />Creekview Preserve, Phase 1, prior to final plat approval. Approval is subject to the developer <br />signing a Waiver of Liability, including the City Engineer's recommendations. <br />All aye. Motion Carried. <br />Discussion continued about a transportation study for the area, and making sure the Washington <br />County Commissioners were aware of potential problems being created because of their mandates. <br />Miron made motion, Goiffon seconded, directing City staff to formulate a letter to the Washington <br />County Board of Commissioners outlining the City's concerns regarding crossings of their <br />easement. <br />All aye. Motion Carried. <br />The Council then addressed the developer's request for reimbursement for water connections as a <br />result of their project. The developer will work with City staff regarding this issue. <br />
