City Council meeting of August 17, 1998 <br />Page 6 <br />Mr. Miller then asked that the Council consider changing the trail requirement along Europa Trail <br />from 8 foot asphalt to 5 foot concrete. After general discussion, the Council felt that continuity in <br />the trail system was important than installation of concrete. <br />Miron made motion, Goiffon seconded, to amend the Development Agreement to allow for an 8 <br />foot concrete trail along Europa Avenue. <br />All aye. Motion Carried. <br />MIANHEAD COUNCIL OF BSA <br />Leroux made motion, Miron seconded, to approve the request of the Indianhead Council, Boy <br />Scouts of American, to hold a raffle at Wild Wings of Oneka, 9491 152nd Street, on October 6, <br />1998, and waiver of the 30 -day waiting period. <br />All aye. Motion Carried. <br />THANKSGIVING LU'T'HERAN CHURCH <br />The Council reviewed a Lease Agreement to allow TLC use of the Rice Lake Park Building for the <br />next three years. Washington County HRA is reviewing the Agreement to make sure lease does not <br />conflict with bond requirements. <br />Leroux made motion, Goiffon seconded, to approve the Lease Agreement between the City of <br />Hugo and Thanksgiving Lutheran Church for use of the Rice Lake Park Building for church <br />activities for a three-year period. <br />All aye. Motion Carried. <br />HARDWOOD CREEK INSPECTION <br />Mayor Miron stated that he would like the City to petition the RCWD to get obstructions removed <br />from the culvert located at CR4 and Harrow Avenue. <br />Miron made motion, Goiffon seconded, that the City's legal counsel review ditch law and report to <br />the Council so that the legal process can begin. <br />All aye.
