City Council meeting of August 17, 1998 <br />Page S <br />Miron made motion, Leroux seconded, to approve the request of Merila and Associates, as <br />recommended by the City's Engineer. <br />All aye. Motion Carried. <br />The City received notice of a Land Use Leadership Conference to be held October 15-17, 1998 in <br />Brainerd. <br />Miron made motion, Leroux seconded, authorizing any interested Planning Commissioner to attend <br />the Land Use Conference. <br />All aye. Motion Carried. <br />WAUGHS PRESERVE <br />Paul Keleher appeared before the Council requesting support for approval of the driveway access to <br />CR8 as indicated on the preliminary plat. The County and the DNR do not agree on an access <br />location, and will be meeting with City officials on August 18 in an effort to come to some <br />agreement. <br />Miron made motion, Leroux seconded, directing staff to draft a letter to Washington County Public <br />Works stating City concerns regarding access to CR8 for the Waughs Preserve development. <br />All aye. Motion Carried. <br />WATERSHED WORKSHOP <br />Leroux made motion, Miron seconded, to schedule a City Council/Planning Commission special <br />meeting of August 27, 1998, at 7:00 p.m. to discuss ground water infiltration as a method of storm <br />water management. <br />All aye. Motion Carried. <br />WOODS OF BALD EAGLE <br />Terry Miller requested the Council consider amending the Development Agreement for Woods of <br />Bald Eagle to allow a construction of an entrance island at the entrance to the development. The <br />Administrator suggested that the Development Agreement be amended to include language that the <br />homeowner's association be responsible for the monument, and it will be removed by the City, at <br />homeowners' expense, should maintenance of the monument be discontinued. The Agreement shall <br />also include a waiver of liability for the City. <br />Leroux made motion, Goiffon seconded, to amend the Development Agreement to allow for <br />construction of a monument at the entrance to the Woods of Bald Eagle development. <br />Voting AYE: Arcand, Goiffon, Leroux NAY: Miron Motion Carried. <br />
