City Council meeting of August 17, 1998 Page S Miron made motion, Leroux seconded, to approve the request of Merila and Associates, as recommended by the City's Engineer. All aye. Motion Carried. The City received notice of a Land Use Leadership Conference to be held October 15-17, 1998 in Brainerd. Miron made motion, Leroux seconded, authorizing any interested Planning Commissioner to attend the Land Use Conference. All aye. Motion Carried. WAUGHS PRESERVE Paul Keleher appeared before the Council requesting support for approval of the driveway access to CR8 as indicated on the preliminary plat. The County and the DNR do not agree on an access location, and will be meeting with City officials on August 18 in an effort to come to some agreement. Miron made motion, Leroux seconded, directing staff to draft a letter to Washington County Public Works stating City concerns regarding access to CR8 for the Waughs Preserve development. All aye. Motion Carried. WATERSHED WORKSHOP Leroux made motion, Miron seconded, to schedule a City Council/Planning Commission special meeting of August 27, 1998, at 7:00 p.m. to discuss ground water infiltration as a method of storm water management. All aye. Motion Carried. WOODS OF BALD EAGLE Terry Miller requested the Council consider amending the Development Agreement for Woods of Bald Eagle to allow a construction of an entrance island at the entrance to the development. The Administrator suggested that the Development Agreement be amended to include language that the homeowner's association be responsible for the monument, and it will be removed by the City, at homeowners' expense, should maintenance of the monument be discontinued. The Agreement shall also include a waiver of liability for the City. Leroux made motion, Goiffon seconded, to amend the Development Agreement to allow for construction of a monument at the entrance to the Woods of Bald Eagle development.
