MINUTES FOR HUGO CITY COUNCIL MEETING OF SEPTEMBER 21.1998 <br />The meeting was called to order by Mayor Fran Miron at 7:10 p.m. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, N iron <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer representative, Paul Hornby <br />City Clerk, Mary Ann Creager <br />ADDITIONS TO AGENDA <br />Bald Eagle Lake Winter Patrol (Ramsey County Deputy, Jon Laroque) <br />Oneka Lake View Final Plat (Ken Gust) <br />Leroux made motion, Goiffon seconded, to approve the minutes for the City Council meeting of <br />September 8, 1998, as submitted. <br />All aye. Motion Carried. <br />GENERAL CLAIMS <br />Councilman Arcand questioned the "timeliness" of the bills submitted by Washington County for the <br />1997/98 winter season. Commissioner Hegberg, present at the meeting, stated that he will inquire <br />about the billing process. <br />Leroux made motion, Goiffon seconded, to approve the general claims for September 21, 1998, in the <br />amount of $97,203.08. <br />All aye. Motion Carried. <br />TEMPORARY CONSTRUCTION EASEMENT (JACKSON) <br />The Council reviewed a letter received from Mr. Tom Jackson regarding the City's offer to purchase <br />a temporary easement for road construction purposes along his family's property on Fenway <br />Boulevard. Also included for consideration was a draft response to the concerns raised by Mr. <br />Jackson in his letter. Mr. Tom Jackson verbally stated his family's denial of the financial offer. <br />Barnes made motion, Goiffon seconded, to approve the letter of response as presented, offering the <br />Jackson family $1,215 for use of their property. <br />All aye. Motion Carried. <br />FENWAY AVENUE FEASIBILITY REPORT <br />At the Council's request, the City Engineer prepared an estimate for the preparation of a feasibility <br />report regarding the extension of Fenway Avenue, from 142nd Street north to CRS. The study was <br />based on the assumption the street will be the same width and design capacity as Fenway Blvd, and <br />that a 12" watermain will be included in the length of the street.
