City Council Minutes - February 17, 1997 <br />Page 4 <br />Sheriff Jim Frank will be invited to the special Council meeting on March 5, 1997, <br />to discuss the rising cost of the City's law enforcement contract with the County. <br />FLAY AVENUE PROJECT <br />City Engineer, Tom Angus, presented two options for frost protection for the <br />sewenmain being constructed to serve the new Post Office: <br />1. Raise the site 2', a total of 3300 yards of material, at a cost of $23,000. <br />2. Leave the site as is, and insulate utility pipes with additional insulation. <br />Mr. Angus stated that if fill is brought in, additional wetland mitigation will be <br />required. Mr. Angus will contact Rice Creek Watershed District to discuss the <br />revisions to the site and will report the results to the Council. <br />Motion made by Leroux, seconded by Goiffon, to approve the addition of 2' (3 300 <br />yards) of fill on the one acre Post Office site. <br />All aye, motion carried. <br />Motion made by Barnes, seconded by Goiffon, to adjourn at 8:35PM. <br />Carole LaBelle, Secretary <br />Deputy Clerk <br />
