City Council meeting of June 2, 1997 <br />Page 4 <br />RICE CREEK WATERSHED DISTRICT STORM WATER MANAGEMENT <br />PLAN REVIEW <br />Mr. Pete Willenbring, of WSB Engineers, was present to discuss the City's response to <br />the RCWD's Storm Water Management Plan. At a previous meeting, the Council had <br />expressed some concerns with the document. In addition, Mr. Willenbring also discussed <br />the results of his conference with the RCWD's administrator regarding subdivision plan <br />reviews. <br />MUSA RESOLUTION <br />The Metropolitan Council requested two additional items from the City of Hugo in order <br />to process the City's revised Comprehensive Plan. The first item is agreement by the City <br />to enter into an Undesignated MUSA Reserve Agreement with the Metropolitan Council <br />in order to define the standards to be used in expanding the City's MUSA. <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 1997-11, A <br />RESOLUTION AGREEING TO THE ESTABLISHMENT OF AN UNDESIGNATED <br />MUSA RESERVE IN THE CITY OF HUGO, AND DIRECTING THE <br />PREPARATION OF AN ORDINANCE PROHIBITING THE PREMATURE <br />SUBDIVISION OF LAND WITHIN THE AREA OF THE CITY DESIGNATED FOR <br />MUNICIPAL UTILITY SERVICED DEVELOPMENT. <br />Voting AYE: Barnes, Goiffon, Leroux, Miron <br />Voting NAY: Debi Johnson <br />Motion Carried. <br />SEPTIC INSPECTIONS <br />The second issue the Metropolitan Council wishes to resolve, prior to reviewing the City's <br />Comprehensive Plan, is the timing for the City implementing triannual septic inspections. <br />By previous resolution, the Council committed to the Metropolitan Council to implement <br />such inspections. Discussions with the Metro Council indicate that adopting the <br />inspection requirement by January 1, 1998 would be acceptable to them. <br />Miron made motion, Leroux seconded, that the City of Hugo shall implement triannual <br />septic inspections by January 1, 1998. <br />All aye. Motion Carried. <br />SEASONAL EMPLOYEE <br />Public Works Supervisor, Mike Kriz, requested authorization to hire summer help to assist <br />him in his duties. <br />
