City Council meeting of November 3, 1997 <br />Page 4 <br />between the trail and the ditch in most areas. For this reason, the City must either prohibit <br />the use of snowmobiles along TH61 or establish a public snowmobile trail along the <br />Hardwood Creek trail under its own auspices. This is, of course, is an activity the City <br />has been involved with in the past, and will require a contract for the grooming and <br />maintenance of the trail, as well as an assumption by the City of the liability for use of the <br />trail. Adrian Kramarczuk, speaking on behalf of the club, requested tabling of this matter. <br />Miron made motion, Leroux seconded, directed City staff to draft a letter to the Hugo <br />Snowmobile Club and Washington County outlining the City's concern with snowmobiles <br />crossing Hardwood Creek north of 177th Street due to the removal of the bridge and the <br />wooden posts in the stream bed. <br />All aye. Motion Carried. <br />CONTRACT FOR SEPTIC INSPECTIONS <br />The Council considered an Agreement for On -Site Septic Inspection Services between the <br />City of Hugo and Washington County. This Agreement will continue the existing <br />relationship between the City and County, where the County staff performs on-site septic <br />inspection services and approves the construction of septic systems within the City. This <br />is a self -funding Agreement where all costs associated with the program are recovered by <br />the County through fees and charges. <br />Leroux made motion, Barnes seconded, to approve the Agreement for On -Site Septic <br />Inspection Services between the City of Hugo and Washington County. <br />All aye. Motion Carried. <br />PROPOSED CHARITABLE GAMBLING ORDINANCE <br />The Council considered a draft ordinance regulating charitable gambling in the City. Staff <br />recommended a public hearing date of December 1, 1997. <br />Miron made motion, Leroux seconded, to schedule a public hearing for December 1, <br />1997, at 7:05PK to consider adoption of the proposed Charitable Gambling Ordinance. <br />All aye. Motion Carried. <br />PROFESSIONAL SERVICES EVALUATION <br />The Council considered evaluation sheets for the individuals and firms providing <br />professional services to the City. The Council indicated its desire to conduct these <br />evaluations on an annual basis. Staff requested the Council return the completed forms at <br />the Council meeting of December 1, 1997. No further action was required. <br />
