TRANSFER OF OWNERSHIP (CABLE TV SYSTEMI The Council considered a draft resolution drafted by Meredith Cable to permit the sale of the cable communications facilities serving Hugo to Meredith Acquisition Corp. Adoption of such resolution requires the City to find that it has conducted a thorough review and investigation into the legal, financial, and technical qualifications of the firm that is to operate the system. In the past, the City has opted not to officially approve any transfer of ownership, but allow such ownership to be transferred by law. This concerns the firm acquiring the facilities, as it does not provide them the same degree of security as the Council's formal approval of the sale. As the City does not perform investigations into the legal, financial, and technical qualifications of the firm performing ownership of the cable system, staff recommended that the Council not adopt the resolution. Miron made motion, Leroux seconded, to table this matter indefinitely. All aye. Motion Carried. RCWD BOARD OF MANAGERS VACANCY The City received notice that the term of office for Robert Hult on the Board of Managers will expire on January 17, 1998. Washington County is currently accepting recommendations from local municipalities for persons to be appointed to this position. The Council Board, by law, must make its appointment 30 days prior to the expiration of Mr. Hult's term. No Council action was required. BOARD OF CANVASS The Council will need to recess this meeting until 11/19/97 in order to canvass the return of the special election being held on 11/18/97. Leroux made motion, Barnes seconded, that the Hugo City Council convene the Board of Canvass on November 19, 1997, at 6:45PM. All aye. Motion Carried. FIRE HALL REFERENDUM The Council addressed the fire hall referendum to be voted on 11/18/97 and a certain anonymous flyer distributed throughout the City.
