Motion Carried. <br />TRANSFER OF OWNERSHIP (CABLE TV SYSTEMI <br />The Council considered a draft resolution drafted by Meredith Cable to permit the sale of <br />the cable communications facilities serving Hugo to Meredith Acquisition Corp. Adoption <br />of such resolution requires the City to find that it has conducted a thorough review and <br />investigation into the legal, financial, and technical qualifications of the firm that is to <br />operate the system. In the past, the City has opted not to officially approve any transfer of <br />ownership, but allow such ownership to be transferred by law. This concerns the firm <br />acquiring the facilities, as it does not provide them the same degree of security as the <br />Council's formal approval of the sale. As the City does not perform investigations into the <br />legal, financial, and technical qualifications of the firm performing ownership of the cable <br />system, staff recommended that the Council not adopt the resolution. <br />Miron made motion, Leroux seconded, to table this matter indefinitely. <br />All aye. Motion Carried. <br />RCWD BOARD OF MANAGERS VACANCY <br />The City received notice that the term of office for Robert Hult on the Board of Managers <br />will expire on January 17, 1998. Washington County is currently accepting <br />recommendations from local municipalities for persons to be appointed to this position. <br />The Council Board, by law, must make its appointment 30 days prior to the expiration of <br />Mr. Hult's term. No Council action was required. <br />BOARD OF CANVASS <br />The Council will need to recess this meeting until 11/19/97 in order to canvass the return <br />of the special election being held on 11/18/97. <br />Leroux made motion, Barnes seconded, that the Hugo City Council convene the Board of <br />Canvass on November 19, 1997, at 6:45PM. <br />All aye. Motion Carried. <br />FIRE HALL REFERENDUM <br />The Council addressed the fire hall referendum to be voted on 11/18/97 and a certain <br />anonymous flyer distributed throughout the City. <br />
