City Council meeting of November 17, 1997 <br />Page 4 <br />Leroux made motion, Goiffon seconded, to approve entering into a Purchase Agreement <br />with Roy Molitor for the purchase of his 47 acres for the Bald Eagle Industrial project. <br />Leroux made motion, Goiffon seconded, to amend the motion that the Purchase <br />Agreement to include the acquisition of drainage and access easements to the 80 acres of <br />City -owned property to the west of the Molitor property. <br />AMENDMENT: All aye. Motion Carried. <br />ORIGINAL MOTION: All aye. Motion Carried. <br />ENGINEER'S AGREEMENT (FENWAY BLVD.) <br />The City Engineer provided the Council with an Agreement for Professional Services to <br />prepare plans and specs for construction of Fenway Blvd., from 130th Street to 140th <br />Street. Fenway is a designated collector street on the City's State Aid Plan, and will serve <br />both the expansion of the Industrial park, as well as residential properties in the area. The <br />Agreement will also include incorporation of a feasibility report for the improvement of <br />Fenway Avenue between 140th and 142nd Streets, as requested by two adjacent property <br />owners. The Council had directed the improvement of Fenway Avenue in this area be <br />considered at the time of construction of Fenway Boulevard south. <br />Leroux made motion, Barnes seconded, directing the City Engineer to prepare a feasibility <br />report and topographic analysis for the construction of Fenway Boulevard from 130th <br />Street to 142nd Street. In addition, staff is to prepare a Letter of Agreement between the <br />City and OSM for this work, for presentation to the Council at their meeting of 12/1/97. <br />All aye. Motion Carried. <br />SUPPLEMENTAL LAW ENFORCEMENT AGREEMENT (BALD EAGLE <br />LAKE) <br />The Council considered an Agreement between the Ramsey County, White Bear <br />Township, and the City of Hugo for 140 hours of additional law enforcement patrol on <br />Bald Eagle Lake during the winter of 1997/98, at an estimated cost of $4,620. The <br />Agreement does not specify how these expenses will be divided between the Township <br />and the City, though in the past, the Township has paid 50% of the cost, Hugo 25%, and <br />the Bald Eagle Association 25%. If the Council would like to continue providing this <br />service, staff recommended that it be subject to an Agreement with the Township to divide <br />the cost the same as in prior years. <br />Miron made motion, Leroux seconded, to approve the Supplemental Law Enforcement <br />Agreement between the City, Ramsey County, and White Bear Township for additional <br />
