MINUTES FOR HUGO CITY COUNCIL MEETING OF DECEMBER 1. 1997 <br />The meeting was called to order by Mayor Fran Miron at 7: l OPM. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />Attorney Representative, Dave Schneider <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ADDITIONS TO AGENDA <br />Discussion of Fire Hall Referendum <br />Committee to Discuss Proposed Amendments to Shooting Ordinance <br />Leroux made motion, Goiffon seconded, to approve the following Consent Agenda: <br />City Council minutes for the meeting of November 17, 1997 <br />Minutes for the Board of Canvass held November 19, 1997 <br />General Claims for December 1, 1997 <br />All aye. Motion Carried. <br />PROPOSED CHARITABLE GAMBLING ORDINANCE (PUBLIC HEARING) <br />A public hearing was held to consider adoption of an ordinance relating to the regulation <br />of lawful gambling, and providing for 10% of the profit be dedicated to the City. <br />Representative from the Hugo and Forest Lake American Legion addressed the Council <br />citing what donations they have made to the City without this ordinance, and what <br />problems the City could experience with adoption of the ordinance. Representatives from <br />the Dead Broke Saddle Club and the National Ataxia Foundation stated that if the <br />ordinance was adopted, every effort should be made to keep gambling proceeds in the <br />City. The public hearing was closed, and the Council felt that there was no need for the <br />ordinance, as proposed. <br />Leroux made motion, Barnes seconded, to deny adoption of the proposed charitable <br />gambling ordinance. <br />All aye. Motion Carried. <br />THE END ZONE (SPECIAL USE PERMIT) <br />Robert and Adrian Kramarczuk, owner/operator of The End Zone located at 13891 Forest <br />Boulevard, applied for a SUP to construct two broomball courts on their commercially - <br />zone property. The Planning Commission considered their request at their meeting of <br />November 19, 1997, and recommended approval of one rink along with special <br />conditions. Robert Kramarczuk was present at the meeting explaining the need for two <br />
