City Council meeting of March 18, 1996 Page 3 Miron made motion, Goiffon seconded, that the City approves the Vision Statement and Guiding Principles as developed at the Downtown Visioning Workshop conducted by Hoisington koegler Group. Inc. All aye. Motion Carried. TIF WORKSHOP As part of the Bald Eagle Industrial Park planning process, staff recommended that the City Council conduct a workshop to hear general information regarding the use of Tax Increment Financing in Minnesota. Representatives from Ehlers and Associates would be present at the workshop to explain the legal and administrative processes of TIF use, as well as potential use in the City of Hugo. Leroux, made motion, Goiffon seconded, to establish April 11, 1996, at 9:15 AM, for a workshop to explain the legal and administrative processes for TIF (Tax Increment Financing). All aye. Motion Carried. ROAD RESTRICTIONS (RESOLUTION) The Council considered a resolution establishing Spring road weight limits for the City of Hugo, which would run concurrently with those established by Washington County. Leroux made motion, Goiffon seconded, to adopt RESOLUTION 96-2. A RESOLUTION SETTING ROAD RESTRICTIONS FOR THE YEAR 1996. VOTING AYE: Goiffon, LaValle, Leroux, Miron Motion Carried. MISCELLANEOUS Councilman LaValle stated that he had been informed by a resident that a developer had constructed a road on his property. LaValle will follow-up on the complaint. David Schumann asked that the Council discuss deferred assessments at the TIF workshop. Attorney Galler was directed to memo the Council, prior to the workshop, of the legalities for deferred assessments. Resident Ron Sparrow requetted that residents be notified of the upcoming "charrette" for Downtown Redevelopment to be held on March 29 and 30, 1996. Miron made motion, LaValle seconded, that a notice of the Downtown Redevelopment "charrette" be sent to previously noticed residents, as well as residents present at the previously held workshop. LaValle made motion, Miron seconded, that staff attempt to have a press release of the upcoming "charrette" in the White Bear Press.
