City Council meeting of March 18, 1996 <br />Page 3 <br />Miron made motion, Goiffon seconded, that the City approves the Vision <br />Statement and Guiding Principles as developed at the Downtown Visioning <br />Workshop conducted by Hoisington koegler Group. Inc. <br />All aye. Motion Carried. <br />TIF WORKSHOP <br />As part of the Bald Eagle Industrial Park planning process, staff <br />recommended that the City Council conduct a workshop to hear general <br />information regarding the use of Tax Increment Financing in Minnesota. <br />Representatives from Ehlers and Associates would be present at the <br />workshop to explain the legal and administrative processes of TIF use, as <br />well as potential use in the City of Hugo. <br />Leroux, made motion, Goiffon seconded, to establish April 11, 1996, at 9:15 <br />AM, for a workshop to explain the legal and administrative processes for <br />TIF (Tax Increment Financing). <br />All aye. Motion Carried. <br />ROAD RESTRICTIONS (RESOLUTION) <br />The Council considered a resolution establishing Spring road weight limits <br />for the City of Hugo, which would run concurrently with those established <br />by Washington County. <br />Leroux made motion, Goiffon seconded, to adopt RESOLUTION 96-2. A <br />RESOLUTION SETTING ROAD RESTRICTIONS FOR THE YEAR 1996. <br />VOTING AYE: Goiffon, LaValle, Leroux, Miron <br />Motion Carried. <br />MISCELLANEOUS <br />Councilman LaValle stated that he had been informed by a resident that a <br />developer had constructed a road on his property. LaValle will follow-up <br />on the complaint. <br />David Schumann asked that the Council discuss deferred assessments at the <br />TIF workshop. Attorney Galler was directed to memo the Council, prior to <br />the workshop, of the legalities for deferred assessments. <br />Resident Ron Sparrow requetted that residents be notified of the upcoming <br />"charrette" for Downtown Redevelopment to be held on March 29 and 30, <br />1996. <br />Miron made motion, LaValle seconded, that a notice of the Downtown <br />Redevelopment "charrette" be sent to previously noticed residents, as well <br />as residents present at the previously held workshop. <br />LaValle made motion, Miron seconded, that staff attempt to have a press <br />release of the upcoming "charrette" in the White Bear Press. <br />
