City Council meeting of May 6, 1996 <br />Page 4 <br />CORRESPONDENCE <br />Mayor Miron received a letter from Chip Robinson, Administrator for Forest <br />Lake, questioning Hugo's willingness to participate in a Joint Powers <br />Agreement that would help support a proposed ice arena in Forest Lake in <br />the event revenues fall short of the required amounts to support the arena <br />and pay off the bonds. <br />Miron made motion, LaValle seconded, directing staff to respond to Mr. <br />Robinson's request stating Hugo would not be willing to participate in a <br />Joint Powers Agreement because Hugo has four school districts and its own <br />infrastructure matters to deal with at this time. <br />All aye. Motion Carried. <br />RICE LAKE MEADOWS <br />The City Council considered the Planning Commission's recommendation to <br />conduct a public hearing on the petition to vacate a portion of Geneva <br />Avenue, south of 144th Street. Review of the easement for the specified <br />street shows that the easement was granted to an adjacent property owner, <br />and not the City. The City Council determined that it had no authority to <br />vacate such easement. <br />Barnes made motion, Goiffon seconded, authorizing staff to negotiate with <br />the owners of the easement and developer for Rice Lake Meadows, that in <br />lieu of the City claiming the easement for Geneva Avenue, the developer <br />grant an easement for a bike path and sidewalk across Lot S, and construct <br />a sidewalk along Geneva Avenue through the development. <br />All aye.
