Cit;: Council Minutes - June .3, 1996 <br />Page 4 <br />June 11, 1996, he will be prepared to provide the City of HUgo and May <br />Township options for providing an outlet from the basin. <br />Motion made by LeroUX'. seconded by Goiffon, to schedule a joint meetinq <br />with the HUgo City Council and May Township on June 13, 1996, <br />Withrow Elementary School. <br />All aye. Motion carried. <br />PARK* PLANNING RECOMMENDATION <br />The Planning Commission has reviewed the proposals submitted to the City <br />to provide assistance in developing a comprehensive park plan for the <br />community. As two of the firms who were contacted to submit proposals <br />declined to do so because they felt that the amount budgeted was not <br />adequate to provide a quality product for the community, and the broad <br />variance in the cost of proposals received, the PC has recommended that <br />the RFP be readvertised. <br />Motion made by Miron, seconded by Barnes, to readvertise for Requests for <br />Proposals for the City's park. plan. <br />BALD EAGLE INDUSTRIAL PARK <br />A proposed plan for redevelopment of the Bald Eagle Industrial Park was <br />received on May 29, 1996. At that time, staff recommended the next step <br />in this project would be to: <br />1. Establish a Tax Increment District for the Industrial Park. <br />2. Authorize staff to begin negotiations with the businesses interested <br />in moving into the Parti:. (railroad, property owners, and businesses) in <br />order to determine if the plan can be implemented. <br />Motion made LeroUX, seconded by Goiffon, to direct staff to proceed with <br />establishment of a TIF district and negotiate with businesses. <br />VOTING AYE: Barnes, Goiffon, LeroUX, Miron <br />VOTING NAY: LaValle <br />Motion Carried. <br />LOCAL_ PERFORMANCE AID <br />Recently, the Minnesota legislature established an objective to have local <br />units of government adopt a system of performance reviews to insure the <br />efficiency and Effectiveness of the expenditure of tax dollar=_. The <br />establishment of these procedures is not mandated, but the legislature has <br />determined to deduct $1.00 per capita from a city's homestead and <br />agricultural aid, if the city does not adopt such a system. Initially <br />the City can meet the statutory requirements by certifying to the State <br />that it is in the process of developing and implementing a system of <br />performance measures. <br />
