MINUTES FOR THE HUGO CITY COUNCIL_ MEETING OF JUNE 1.7. 1996 <br />The meeting was called to order by Mayor Fran Miron at 7:15 PM. <br />PRESENT: Barnes, Goiffon, Leroux, LaValle, Miron <br />City Administrator. Robert Museus <br />City Attorney. Greg_ Galler <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ADDITIONS TO AGENDA: <br />Dean Atkinson Mininq Permit <br />LCMR Grant Applications <br />Wallen (Discussion of Ingersoll Avenue) <br />Larry Hanson (Atkinson Mining Permit) <br />Miron made motion, seconded by LeroUX., to approve the following Consent <br />Agenda: <br />Claims for June 17, 1996 <br />Findings of Fact (Nadeau's SUP w/Variance) <br />Findings of Fact (McElmury Rezoning Denial) <br />Findings of Fact (Post Office Rezoning_) <br />Copy Machine Contract <br />All aye. Motion Carried. <br />Miron made motion. LeroUX seconded, to approve the minutes for the City <br />Council meetinq of June 3. 1996, as amended. <br />All aye. Motion Carried. <br />MINING PERMIT (ATKINSON) <br />Anthony Gleekel, representing the Atkinsons, addressed the Council stating <br />that the Atkinsons were proposing the recycle 7.0,000 cubic yards of <br />material per year, until the year 2005, at which time the rock crusher <br />ordinance would take over. An engineering firm calculated that there was <br />1,3(-_)0..72Cr cubic yards of gravel/sand/clay remaining at the pit. A lengthy <br />discussion continued about whether recycling was incidental to a mining <br />operation, whether the Atkinsons had grandfather rights for the site, and <br />that not more recycling than mining should take place at the pit. It was <br />then determined that the Council reconsider the Atkinsons' application for <br />a Mining Permit, and the matter of recycling can be tied to mined granular <br />material. <br />Leroux; made motion, Goiffon seconded, to approve the Mining Permit for the <br />Dean Atkinson gravel pit for a two-year period, subject to the conditions <br />of the proposed 1994 permit, except that #2 shall be changed to allow for <br />no more than 30,000 cubic yards of material to be stored on site (to <br />include material mined on site and hauled in). The applicant to provide <br />an engineer's estimate of the quantity of material remaining on site, and <br />a topographic map of the site to the City biannually. <br />All aye. Motion Carried. <br />
