City Council meeting of July 1. 1996 Page 4 Industrial Park. The Community Development Grant Application request=_• $50Q,000 from the Minnesota Investment Fund as a grant to the City of Hugo. This money would then be loaned to the firm to assist in their expansion with repayment of the loan made to the City of Hugo. The City of Hugo would establish an Economic Development Fund from the proceeds to assist in further business expansion in the community. LerOUX made motion. Barnes seconded, to approve the Community Development Grant Application requesting $500,000 from the Minnesota Investment Fund. All aye. Motion Carried. POST OFFICE SITING The Council considered a memo from the City Administrator recommendinq that the City work with the U.S. Postal Service to change the proposed location of the new Post Office in the community from the Flay Avenue site, near 150th Street, to a location which better serves the needs of the community. At the special Council meeting of June 25, 1996, the Council expressed interest in the Marier property located along T.H. u1. An initial contact with the property owner has been made by staff. If the Council desires to proceed with moving the site, staff requests authority to contact the U.S. Postal Service and begin negotiations. Lerou;; made motion, Barnes seconded, authorizing City staff to contact th- U.S. Postal Service in an effort to change the site of the Post Office site to complement the City's Downtown Redevelopment plan. All aye. Motion Carried. CAPITAL IMPROVEMENT PROGRAM The Metro Council, in its review of the City's revised Comprehensive Plan, stated the need for including a five-year capital improvement program in the Plan. The Council reviewed a worksheet to be used in establishing_ guidance for recreation of such a program. The Council was asked to return their completed worksheets by the Council meeting of 7/15/96. ETHAN AVENUE OPEN HOUSE The City Engineer prepared an initial plan for the reconstruction of Eth;---.n Avenue, from the north edge of the Oakshore Park subdivision to 120th Street. Staff believes that an open house for the residents living along this street should be conducted in the near future in order to allow them to see the plan and make comments on it. Leroux made motion, Goiffon seconded, authorizing City staff to proceed with plans for an open house for residents living on Ethan Avenue in order to allow them to see reconstruction plans. All aye.
