Motion Carried. <br />PROPOSED RESOLUTION PROPERTY 'TAX PAYMENTl <br />The Council considered a resolution, as prepared by the City Attorney, <br />requiring that all property taxes, special assessment, penalties, <br />interest, and municipal utility fees due on a parcel are paid in full <br />before the City will accept applications for certain permits or approvals <br />for land -use issues on the property. Authority was recently provided the <br />City by the Minnesota Legislature to require the payment of all tox;es, <br />assessments, and fees prior to processing of permits for variances, <br />subdivisions, and other land -use matters. After discussion, it was agreed <br />that the resolution deal with the followinq land -use issues: rezoning, <br />subdivision, PUD, variances, special use permits, and MUSA line changes. <br />Leroux; made motion, Goiffon seconded, to adopt RESOLUTION 1996-4, A <br />RESOLUTION REQUIRING THAT ALL PROPERTY TAXES, SPECIAL ASSESSMENTS, <br />PENALTIES, INTEREST AND MUNICIPAL UTILITY FEES DUE ON A PARCEL ARE PAID IN <br />FULL BEFORE THE CITY WILL ACCEPT APPLICATIONS FOR PERMITS OR APPROVALS FOR <br />LAND -USE ISSUES. <br />VOTING AYE: Barnes, Goiffon, Leroux; <br />Motion Carried. <br />CABLE TELEVISION FRANCHISE TRANSFER <br />The Council considered an application by the U.S. West Media Group and <br />Continental Cablevision to transfer ownership of the cable television <br />system, serving the City of Hugo, to U.S. West, Inc. The City has until <br />August 26, 1996 to approve or deny the transfer. The City Attorney <br />recommended that the City "do nothing", which would constitute an act of <br />approval if no written response is made by August 26th. <br />CONTRACT AMENDMENT ( HO I S I NGTC iN_ k_OEGL EER. <br />Mr. Fred Hoisinqton of Hoisington K.oegler Group, Inc., requested an <br />amendment to the City's contract with his firm for preparation of the <br />Downtown Redevelopment Plan in order to allow time to be spent with <br />residents along T.H. 61 to resolve their concerns regarding the City's <br />efforts to improve its commercial area. Mr. Hoisington requested an <br />additional $2,500 to conduct meetings with area residents. If the Council <br />approves his request, the total budget for the downtown planning effort <br />would be $39,000. <br />Leroux: made motion, Barnes seconded, to approve the request of Fred <br />Hoisington for an amendment to the City's contract for an additional <br />$2,50C) to conduct meetings with area residents. <br />All aye.
