Motion Carried. <br />Leroux; made motion, Goiffon seconded, that two additional NO PARKING signs <br />be installed on 15th Street. between C.R. 7 and Homestead Drive, and the <br />existinq NO PARKING signs be changed to the international-type symbol <br />signs, as recommended by the City Engineer. <br />All aye. Motion Carried. <br />1996 CRACK. FILLING CONTRACT <br />The City's Maintenance Supervisor has identified those streets proposed <br />for crack filling during 1996. Based on competitive quotes, he has <br />recommended that the City enter into an Agreement with Allied Blacktop <br />Company of Maple Grove to perform the work at an estimated cost of <br />$15,840. Council member Barnes questioned whether it would be more cost <br />effective to contract with Bergman in the event of a volume overrun. <br />LeroUX made motion, Barnes seconded, to table action on this matter until <br />the meeting of September 3, 1996, for further clarification. <br />All aye. Motion Carried. <br />PUBLIC HEARING (DEVELOPMENT DISTRICT #1/TIF DISTRICT 1-1) <br />A public hearing was scheduled for 7:()(--) PM to consider the establishment <br />of Development District #1 and TIF District 1-1 for the City of Hugo. <br />Establishment of these districts will allow the City to undertake the <br />proposed development of the Bald Eagle Industrial Park and construct <br />infrastructure improvements in the project area. Rusty Fifield of Ehler <br />And Associates, further explained the TIF district, and the public hearing <br />was opened. Wally Stoltzman inquired if the TIF district included only <br />industrial areas, and because of the downtown redevelopment project, if <br />retail business could be included. Mr. Fifield stated that retail <br />business could be included as a separate project. The Council received a <br />letter from James Schug, Washington County Administrator, with the <br />County's comments on the proposed plan. <br />Barnes made motion, Miron seconded, to adopt RESOLUTION 96-6, A RESOLUTION <br />APPROVING THE ESTABLISHMENT OF DEVELOPMENT DISTRICT NO. i AND THE ADOPTION <br />OF THE DEVELOPMENT PROGRAM RELATING THERETO, AND THE ESTABLISHMENT OF TAX <br />INCREMENT FINANCING DISTRICT NO. 1-1 THEREIN AND APPROVING THE TAX <br />INCREMENT FINANCING PLAN RELATING THERETO. <br />VOTING AYE: Barnes.
