City Council meeting of August 19, 1996 <br />Page ._ <br />Park. Heights and Grant Township for its dissolution. As the WMO is <br />basically nonfunctional, it was Mr. Truax's opinion that the Washington <br />County Board will take control and either establish a watershed district <br />or delegate control to the Washington County Soil and Water Conservation <br />District. Mr. Truax recommended that the City ash: the Board to establish <br />a watershed district. <br />Miron made motion. Goiffon seconded, that the City of Hugo send a letter <br />to the Washington County Commissioners requesting that they establish a <br />Brown's Creek Watershed District, copying the Board of Water and Soil <br />Resources. <br />All aye. Motion Carried. <br />NADEAU'S MARKET ACCESS TO T.H. 61 <br />MNDOT has required that the City of HUgo commit to the construction of a <br />service road from the proposed Nadeau's Market site south to RJ's, prior <br />to their issuing a driveway permit for Nadeau's access to T.H. 61. It is <br />MNDOT's intent that the City construct the service road within two years, <br />and remove the direct driveway access from Nadeau's to 61 at the same <br />time. MNDOT is concerned with traffic safety at the intersection of 61 <br />and 8A. Based on a sketch provided by MNDOT, the City Engineer has <br />estimated the cost for construction of the service road would be <br />approximately $150,000. MNDOT has indicated that State funds may be <br />available to partially pay for this project, though this is not <br />guaranteed. Other potential funding sources include assessments against <br />benefited property owners, and a possible commitment from Mr. Nadeau to <br />pay for a portion of the project. Given that the amount of funding <br />provided by MNDOT, if any, is unknown, and the economic benefit to <br />adjacent properties has not yet been determined, staff cannot estimate the <br />financial impact of this project on the City or property owners. Without <br />a commitment from the City to construct this service road, MNDOT will not <br />issue the driveway access permit to 61, which will severely limit <br />commercial access to Mr. Nadeau's new store. <br />Miron made motion, Barnes seconded, directing City staff to contact the <br />three property owners affected by the service road to determine their <br />willingness to financially participate in the project. The City Attorney <br />shall draft a contract agreement for Council review at their meeting of <br />September 3, 1996. <br />All aye. Motion Carried. <br />ENGINEER'S REPORT (CURB ON CORNER OF T.H. 61 AND 148TH STREET) <br />In response to a resident's concern, the Council directed the City <br />Engineer to review the safety of the curb on the corner of T.H. 61 and <br />148th Street. His report was reviewed by the Council, and it was <br />determined that the number of accidents at this intersection should be <br />obtained from the MN Highway Department/Washington County Sheriff's <br />Office. The City Engineer suggested that before any action is taken, <br />property owners affected should be informed of the decision. <br />
