MINUTES FOR THE HUGO CITY COUNCIL MEETING OF SEPTEMBER 16, 1996 The meeting was called to order by Mayor Fran Miron at 7:OOPM. PRESENT: Agness, Barnes, Goiffon, Leroux, Miron City Administrator, Robert Museus City Attorney, Greg Galler City Engineer, Tom Angus City Clerk, Mary Ann Creager ADDITIONS TO AGENDA Bever (Special Use Permit) Park Planning Process Miron made motion, Goiffon seconded, to adopt the following Consent Agenda: Minutes for the City Council meeting of September 3, 1996 Claims for September 16, 1996 All aye. Motion Carried. RLM LIGHTING Staff requested authority to install 13 street lights in and about the Rice Lake Meadows subdivision to improve traffic safety in the area, at a cost of $2,423. Leroux made motion, Barnes seconded, authorizing the expenditure of $2,423 to install street lights in the Rice Lake Meadows subdivision in accordance with the plans prepared by the City Engineer. All aye. Motion Carried. REQUEST FOR AGRICULTURE PRESERVE DESIGNATION Margaret K. Waller, 14310 Homestead Avenue, requested that the City permit including 160 acres of property she owns northwest of the intersection of C.R. 8A and Homestead Avenue in the Metropolitan Agriculture Preserve Program. A memo, prepared by Ed Elliott, was submitted to the Council explaining the processes and impacts of such a designation. Staff review indicates that there will be no negative impact on the City by including this property in the Agriculture Preserve Program, though a zoning change will be required for the property. Staff recommended that Mrs. Waller submit an application to change the zoning classification of the subject property from agricultural to agricultural preserve. Miron made motion, Barnes seconded, that after receipt of a rezoning request from Mrs. Waller, City staff schedule a public hearing to consider the rezoning request. All aye. Motion Carried.
