MINUTES FOR THE HUGO CITY COUNCIL MEETING OF SEPTEMBER 16, 1996 <br />The meeting was called to order by Mayor Fran Miron at 7:OOPM. <br />PRESENT: Agness, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ADDITIONS TO AGENDA <br />Bever (Special Use Permit) <br />Park Planning Process <br />Miron made motion, Goiffon seconded, to adopt the following Consent <br />Agenda: <br />Minutes for the City Council meeting of September 3, 1996 <br />Claims for September 16, 1996 <br />All aye. Motion Carried. <br />RLM LIGHTING <br />Staff requested authority to install 13 street lights in and about the <br />Rice Lake Meadows subdivision to improve traffic safety in the area, at a <br />cost of $2,423. <br />Leroux made motion, Barnes seconded, authorizing the expenditure of $2,423 <br />to install street lights in the Rice Lake Meadows subdivision in <br />accordance with the plans prepared by the City Engineer. <br />All aye. Motion Carried. <br />REQUEST FOR AGRICULTURE PRESERVE DESIGNATION <br />Margaret K. Waller, 14310 Homestead Avenue, requested that the City permit <br />including 160 acres of property she owns northwest of the intersection of <br />C.R. 8A and Homestead Avenue in the Metropolitan Agriculture Preserve <br />Program. A memo, prepared by Ed Elliott, was submitted to the Council <br />explaining the processes and impacts of such a designation. Staff review <br />indicates that there will be no negative impact on the City by including <br />this property in the Agriculture Preserve Program, though a zoning change <br />will be required for the property. Staff recommended that Mrs. Waller <br />submit an application to change the zoning classification of the subject <br />property from agricultural to agricultural preserve. <br />Miron made motion, Barnes seconded, that after receipt of a rezoning <br />request from Mrs. Waller, City staff schedule a public hearing to consider <br />the rezoning request. <br />All aye.
