It directs a referendum be conducted, in conjunction with the <br />general election on November 5, 1996, to determine whether the City should <br />issue up to $1,100,000 in general obligation bonds to finance the <br />construction of, and related improvements to, a new fire hall. Cost <br />figures included as part of the referendum are based on an estimated cost <br />for the building prepared by the Fire Hall Committee, in conjunction with <br />the architect chosen for the project, as well as financing estimates <br />prepared by the City's bond counsel, Ehlers and Associates. <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 96-8, RESOLUTION <br />CALLING FOR AN ELECTION ON $1,100,000 GENERAL OBLIGATION BONDS OF 1996. <br />VOTING AYE: Agness, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />ORDINANCE VIOLATION (STOLP) <br />In response to a citizen complaint, the City's Building Official conducted <br />an inspection of the property at 4681 170th Street in May, 1996, and <br />letermined that there were violations of the City's automobile recycling <br />and junkyard ordinance on the site; specifically, there were 50 or more <br />unlicensed vehicles located on the property, as well as scattered <br />automobile parts and junk. Both the property owner and individual <br />occupying the property were notified of this violation and given until <br />September 1, 1996 to bring the property into compliance with City code. <br />To date, very few of the cars and hulks have been removed from the site. <br />Staff has taken the administrative actions possible to resolve this issue, <br />and recommends the City begin legal action against Mr. Stolp to bring the <br />property into compliance with City code. <br />Miron made motion, Leroux seconded, directing the City Attorney to take <br />legal action to bring 4681 170th Street into compliance with City code. <br />All aye. Motion Carried. <br />City Attorney, Galler, stated that Judge Cass would be at the City Council <br />meeting of October 7, 1996, to discuss problems associated with attempts <br />to resolve these types of City problems. <br />BEVER (SPECIAL USE PERMIT) <br />Mr. Bever's request was tabled from the last meeting allowing Mr. Bever <br />two weeks to reapply for a Permit or the City Council would deny the <br />original permit application at their meeting of October 7, 1996. <br />Leroux made motion, Agness seconded, that the City extend the time <br />deadline to act on Jim Bever's request for a SUP for an additional 60 days <br />to enable the City Council more time to fully deliberate on his request. <br />All aye.
