hEMUTES FOR THE HUGO CITY COUNCEL MEETING OF OCTOBER 21,19% The meeting was called to order by Mayor Fran Moon at 7:10PM. PRESENT: Agness, Barnes, Goiffon, Miron City Administrator, Robert Museus City Attorney, Greg Galler City Engineer, Tom Angus City Clerk, Mary Ann Creager ABSENT: Tun Leroux V Di 9. Post Office Escrow Request 10. Peterson Auto Forfeiture Moon made motion, Goiffon seconded, to approve the following Consent Agenda items: General Claims for October 21, 1996 in the amount of $66,474.81. All aye. Motion Carried. Moon made motion, Barnes seconded, to approve the minutes for the City Council meeting of October 7, 1996, as amended. All aye. Motion Carried. SPECIAL USE PERMIT (PEI At the Council meeting of October 7, 1996, the City Council considered the request of Kevin and Jean Peltier and SBA, Inc., to construct a 150' monopole on the Peltiers' property 5787 -130th Street (southwest corner of 130th Street and Goodview Avenue). The Planning Cornmission previously considered this request and reoommended approval of the SUP for the site. The Council expressed concerns regarding the impact of the proposed antenna on the Benson Airport, whether this type of use should be covered by a franchise, and the potential need for construction of a public road along the easement being granted to SBA for access to the antenna site. In order to consider these matters, the Council tabled action on the SUP until this evening's meeting. 4, 1996. Trevor Blaska, representing SBA, Inc., presented the Council with an AIRSPACE SAFETY ANALYSIS for Benson Airport for their review. Because the City Attorney did not receive data regarding franchising until this evening, the Council made the following motion: Miron made motion, Agness seconded, to table action on this request until the meeting of November 4, 1996.
